Attached is the project information regarding the antenna colocation on the Raulf Hotel at 530 N Main St. The format is
the “FCC Form 621” that we provide to SHPO on behalf of the applicant (U.S. Cellular) . Please let me know if during your
review if there is anything we can clarify. I know the 621 form is very standardized so may not specifically answer all of
your potential concerns.
The project plans are on pages 13 ‐ 17. The proposed colocation is an addition of 3 mmWave Radio Antennas that will be
placed below existing antennas. Our project plans have existing equipment drawn in black while the proposed
equipment is drawn in red to hopefully make it easier to decipher exactly what will be changing.
The applicant proposes a determination for the current upgrades of “no adverse effect” to historic properties in the APE
for Direct Effects (subject building) and a determination of “no adverse effect” to historic properties in the APE for Visual
Effects. Any feedback you have regarding potential effects to historic properties, or concerns with antenna visibility,
placement, impacts, etc. would be helpful and appreciated.
I would appreciate if you could provide a reply with any comment you have on this by April 24th. We will need to make
sure any comments are also provided to the SHPO office, so we can either forward them as received, or if you are
comfortable sending them directly to the SHPO office, you could do that yourself as well. Just copy me on anything you
send their way. We will be submitting all the same information to SHPO today.

Thank you for the feedback and interest in becoming a consulting party. I will mark you down to receive the full project
information packet. Currently we estimate having that available and ready for submittal (to you and the State Historic
Preservation Office) approximately March 22nd. Either Alyssa Pappamichiel (from my office, copied here) or I will provide
you the information. Do you prefer a mailed hardcopy or is email OK? (or dropbox link if the file is large?) We are
currently having an architectural visual impact study completed on this project so will be able to include that in the
packet.
I do currently have a copy of the proposed project plans, so they are attached here. Hopefully this will allow you to get a
head start on consideration of potential effects to historic properties. I’d like to point out the “Scope of Work” on the
cover page as it provides a concise summary of the proposed changes vs what is currently on site. In short the applicant
proposes to add three (3) new “mmWAVE” antennas in proximity to existing antennas on the rooftop. (The new
antennas are relatively small compared to most telecommunications antennas. This particular model measures 15”
long/tall by 8” wide by 4” deep.) The proposed changes are drawn in red in the following pages. The new antennas
would be mounted to a pipe extension directly below existing antennas. Let me know if I can clarify anything that isn’t
clear on the scope of work.

Hello Jake,
I wanted to send you a reply to your letter dated February 19th, 2021 regarding the proposed U.S. Cellular
antennas for the 530 North Main property. Generally the Landmarks Commission likes to weigh in on these
projects. If you have questions please let me know. I have also included Su van Houwelingen and Lee
Franzen of the Oshkosh / Winnebago County Housing Authority here so they are aware of this. The letter is
not a formal comment on the proposed cell antennas but a request to be included as a consulting party.
