FOR CONSTRUCTION-RELATED ENGINEERING SERVICES FOR OREGON STREET CULVERT REPLACEMENT ($60,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the Oregon Street Culvert is in need of replacement and the City has previously contracted with Strand Associates, Inc. for engineering services related to this project; and WHEREAS, staff recommends entering into an additional agreement with Strand Associates, Inc. to further provide construction-related engineering services for this project; and WHEREAS, the Common Council has adopted the 2021 Capital Improvement Program and Budget, which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2021 Capital Improvement Program Budget to add additional funding for this purpose. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2021 Capital Improvements Budget, on file in the City Clerk’s Office, is hereby amended as follows:  To transfer $40,967.90 from Account No. 03210410-6804-04004 (Contract Control- Storm Sewer-20-04 Snell Road Reconstruction) to Account No. 03210410-6804- 04103 (Contract Control-Storm Sewer-21-03 Oregon Intr Fond du Lac SS). (Strand) for Construction-Related Engineering Services for Oregon Street Culvert Replacement ($60,000) BACKGROUND The Winnebago County Highway Department inspects all bridges within the City of Oshkosh on a bi-annual basis in accordance with Wisconsin Department of Transportation (WisDOT) requirements. Those reports are submitted to the WisDOT upon completion. An inspection completed in late 2019 of the Oregon Street bridge located just north of West Waukau Avenue indicated that the deterioration of the structure exceeded typical repair methods and the structure needed to be considered for replacement in the near future. The report also indicated there is significant cracking and ninety percent (90%) of the surface is patched, cracked, or delaminated. Delamination is the separation of the steel reinforcement from the concrete structure. In September 2020, Council approved an agreement with Strand to provide design engineering services for the replacement of the Oregon Street and Bradley Street culverts. The culverts’ design services were grouped together because they are similar in nature and on the same section of Gallups/Merrits Creek. Engineering staff have now requested a proposal from Strand to perform construction-related engineering services for the replacement of the Oregon Street culvert. This work is being performed in conjunction with the Oregon Street and Fond du Lac Road Sanitary Interceptor Sewer Construction Project. The replacement of Bradley Street culvert will be performed in conjunction with the Bradley Street Asphalt Paving Project currently listed in the 2022 Capital Improvements Program (CIP). ANALYSIS The services to be provided under this agreement with Strand include: providing contract administration services, providing resident project representative services, and providing record drawing from information compiled from the City’s Construction Contractor’s records. Engineering Division staff carefully reviewed the scope of services and the proposed cost, and found that it is in line with the level of effort necessary to complete the Project. Strand was chosen to perform these services because of their experience in providing similar services to the City and their familiarity with this Project. C:\Users\dianem\AppData\Local\Temp\ec8c-c9da-78f2-90b9.docx Page 2 of 2 FISCAL IMPACT The proposed fee is not to exceed $60,000 and will be charged to the Storm Water section of the CIP. Funding for these services is partially available in the Oregon Street and Fond du Lac Road Sanitary Project in the 2021 CIP (Account No. 03210410-6804-04103/Contract Control-Storm Sewer-21-03 Oregon Intr-Fond du Lac SS) and the balance is available from a previous CIP project which came in under budget:  $40,967.90 will be transferred from Account No. 03210410-6804-04004 (Contract Control- Storm Sewer-20-04 Snell Road Reconstruction) and transferred to Account No. 03210410-6804- 04103 (Contract Control-Storm Sewer-21-03 Oregon Intr Fond du Lac SS). RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this agreement and the transfer of CIP funds. Approved, Mark A.
