Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons, Planning Services Manager DATE: March 18, 2021 RE: Accept Water Main Easement at the 3000 Block of Bromfield Drive BACKGROUND The City of Oshkosh is requesting acceptance of a water main easement to allow construction of water main and related structures through an existing undeveloped lot located west of the termination of Bromfield Drive. The subject site is a 35-foot wide by approximately 1,000 feet long strip of land located west of the termination of Bromfield Drive in the Town of Algoma. The property is undeveloped and is partially being used for agricultural purposes. The purpose of the easement is to allow the Department of Public Works to construct water main from Quail Run Drive and connect to water main in Bromfield Drive. This will eliminate a dead-end water main stub and create a localized looped system. The looped system will improve water quality to the adjacent homes and greatly reduce the possibility of disruption of water service. ANALYSIS The proposed 6,826 square foot easement is 35 feet wide by 195 feet long located adjacent to the lot’s south line then heading north to the westerly termination of Bromfield Drive. The water main is being installed to create a loop which will reduce the number of properties serviced by a dead end water main from 89 to a handful. Currently, there would be approximately 89 properties that would be without water and subject to notification during a water main break near W. 9th Avenue and Fox Fire Drive. The water main loop will reduce the number of affected properties to a more manageable number. The easement will allow the City to access the property and construct water main and related structures within the easement area. The City will have continued rights to access the easement area to maintain, replace, relocate or remove the water main facilities. The City has been working with Lutheran Homes of Oshkosh which has agreed to grant the easement. RECOMMENDATION The Plan Commission recommended approval of the acceptance of the easement as requested at its March 16, 2021 meeting. The Department of Public Works does not have concerns with the proposal and is coordinating with Lutheran Homes of Oshkosh to have the appropriate easement documents signed and recorded at the Winnebago County Register of Deeds upon Common Council approval. RECOMMENDATION/CONDITIONS Staff recommends approval of the acceptance of the proposed water main easement as proposed. The Plan Commission approved of the easement as proposed. The following is the Plan Commission’s discussion on this item. Site Inspections Report: No commissioners reported visiting the sites. Staff reports accepted as part of the record. The City of Oshkosh is requesting the acceptance of four water main easements to allow construction of water main and related structures from Quail Run Drive to Bromfield Drive. Mr. Nau presented the item and reviewed the sites and surrounding areas as well as the land use and zoning classifications in each area. The water main is being installed from Quail Run Drive to connect with Bromfield Drive, creating a loop which will reduce the number of properties serviced by a dead end water main from 89 properties to a handful of properties. Currently, approximately 89 properties would be without water and subject to notification during a water main break near W. 9th Avenue and Fox Fire Drive.
