TRAFFIC & PARKING ADVISORY BOARD
MEETING MINUTES
Feb. 09, 2021

Chairman Becker called the meeting to order at 4:00 pm and requested roll.
PUBLIC COMMENT:
Chairman Becker explained protocol for public comment and confirmed with Jim
Collins there were no email comments applicable at this meeting.
1. New Board Member: Jim Collins introduced new board member Lisa Marone.
Lisa said she was a recent Environmental Studies graduate at UW-Oshkosh and
hopes to become either an Urban or Environmental Planner. She wanted to gain
some knowledge of how city government works and thought this type of board
would give her some valuable hands-on experience.
2. Approval of Minutes. The Minutes of the meeting held on January 12, 2021 were
approved after a roll-call vote.

NEW BUSINESS:
3. Stop sign request. Transportation Director Jim Collins stated he received a
request from a citizen for a stop sign at the intersection of Grove Street and Nevada
Avenue. The citizen was involved in a crash and has witnessed several other near-
miss accidents at this intersection. He said several other neighbors also agree that
something needs to be done at this corner. Mr. Collins stated he researched the
guidelines in the MUTCD (Manual for Uniform Traffic Control Devices) which is a

guide that most agencies use nationwide. The use of a STOP sign on a minor street
should be given consideration if one or more of the following conditions are present:
Vehicular traffic volume exceed 6,000 vehicles per day. Jim stated there are
738 vehicles per day on Nevada and 162 on Grove so that is not applicable.
A restricted view exists that requires users to stop in order to adequately
observe confliction traffic on the through street or highway. Jim stated he
feels the sight lines are actually pretty clear at this intersection although there
are some mature trees nearby so that point is not applicable.
Crash records indicate 3+ more crashes have been reported within a 12-month
period, or 5+ crashes within a 2-year period. Jim stated there have been 4
crashes at this intersection within the past five years. He feels this is a
relatively high crash rate considering the limited traffic volume. Since these
crashes are susceptible to correction with the installation of a stop sign, he
recommends approval of the citizen request and the request is warranted.
Chairman Becker asked if the stop sign would be on east Nevada Street; Jim stated no –
the YIELD sign on Grove would be upgraded to a STOP sign. Chairman Becker asked if
the entire layout of Grove will be re-evaluated with the new Elementary School that is
being proposed. Jim stated during the planning process for the school a Traffic Impact
Analysis would be required in that area.
A motion was made by Jake Krause, seconded by Ross Wandschneider to approve the
request as presented. Motion Carried after roll-call vote.
STAFF STATEMENTS:
4. Wisconsin Street/New York Avenue follow-up. Jim said at the last meeting,
Board Member Wandschneider asked when something is going to be done with the
condition of Wisconsin Street (north of New York Avenue). After consulting with
Public Works and Engineering, Jim was told it was on the 6-10 year Capital
Improvement Plan (CIP). The city applied for a grant through the Wisconsin DOT, but
it was not awarded therefore funding the project remains an obstacle. Ross asked if
there is any other places to search for funding. Jim stated they will continue to search as
the city always does, however it is challenging when it is a local street that requires
local funding. Ross asked if the street designation could be changed so the State would
get involved; but Jim stated generally the State doesn’t get involved unless it is a state
road/highway and there is a safety issue. There is not a proven history of safety issues
in this area. Chairman Becker agreed that potholes are a concern on Wisconsin Street
and if money could be freed up, it would be money well spent. Council Member
Krause also agreed the road does need work.

A motion was made by Jim Stapel to Adjourn, seconded by Jake Krause. Motion Carried
after roll-call vote. Meeting adjourned at 4:28 pm.
