OLD BUSINESS
1. Discuss draft schematic design of Lakeshore Park – 4 seasons building
Staff will provide the Board with an update on the schematic design status for the 4
seasons building and discussion will take place as to the preferred design capacity to
target for the building. At the February meeting, the Board requested further
information on the estimated costs to increase the assembly room size to
accommodate 125 or 150 people versus the current 100 person capacity. It was also
requested to provide a cost estimate to reduce the assembly room size to only
accommodate 75 people. Attached is information comparing the estimated total
project costs for the various capacities, both assembly room capacity as well as actual
building capacity. As noted in that information, the estimated total project costs
include design, construction administration, existing building demolition,
contingency, bonding and insurance costs.
After meeting with the City Manager and Finance Director to begin identifying
potential funding sources, staff recommends that we direct SmithGroup to proceed
with designing a building that can accommodate a total of 150 people with an
assembly room capacity of 125.
NEW BUSINESS
1. Discuss rental of dinghy racks for kayaks/canoes at Miller’s Bay and recommend
annual fee
The Board will discuss the proposal to allow citizens the opportunity to rent available
dinghy racks for kayak/canoe storage at Miller’s Bay during the boating season. The

Parks Department has received requests in the past for an area for residents to store
their kayaks/canoes during the boating season as a convenience for easier access to
the water. The Parks Department currently has racks available for those who
participate in the sailboat mooring program at Miller’s Bay to store their dinghies so
they can access their sailboats on the mooring plugs. With the decreased demand for
the sailboat mooring program over the past 10-15 years, there are only approximately
a dozen of the 48 available dinghy racks currently being used leaving potentially 36
racks that could be rented for kayak/canoe storage.
The current rental fee for the season for an on-land storage site or catamaran dock
storage site for sailboats is $100 for city residents and $125 for non-residents. Staff is
recommending a fee of $50 for city residents and $75 for non-residents for dinghy rack
rental for a kayak/canoe for the season. These available racks would be rented on a
first-come, first-served basis.
If the Board supports this, a recommendation to the Common Council to approve the
rental fee is necessary.
