SUBJECT: Item 7: Historic Preservation Plan - Update
1.) Initiated by: Steven Wiley
This is an update on the historic preservation planning process. City staff submitted
an application to the State Historic Preservation Office for a Certified Local
Government (CLG) grant early in 2021. CLG Coordinator Jason Tish informed City
staff and Commission Chair Shirley Brabender Mattox that the historic preservation
plan was not funded in 2021. The review committee and SHPO staff determined that
based on the application provided, too much emphasis was placed on consulting
services. They did not think the City and community residents were driving the
planning process. City staff will seek feedback from Mr. Tish to help Oshkosh
submit more competitive CLG grant applications in the future. Staff will also contact
the Oshkosh Area Community Foundation and City Marketing and Fund
Development Coordinator Anne Schaefer to see if there are potential additional
funding opportunities.
2.) Is the item related to an Historic District/contributing, listed individually, Landmarked
or eligible?
Yes – a preservation plan would pertain to all formally designated properties in the
city. It would include all historic districts, local landmarks, and individually listed
properties on the National and State Registers of Historic Places.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
The preservation plan and planning process would work in tandem with all
applicable ordinances and statutes. It would have consistency with the
Comprehensive Plan and other plans in the city.
2b.) Has the State Historical Society been notified or involved?
Yes. City staff submitted a CLG subgrant application for funding so Jason Tish has
been involved.
2c.) Are other organizations or entities involved?
Not currently.
3.) Are Historic Tax Credits applicable for this item?
No.
4.) Does this pertain to municipally-owned structures?
A plan would pertain to significant municipally-owned structures.

5.) What is the Commission priority # for this item?
The historic preservation plan is a priority for the Commission and would serve as a
framework by which the Commission could prioritize other initiatives and
implement existing priorities.
5a.) Does the Commission have enough information for action(s)?
The Commission can discuss and determine if there is any input to provide to staff.
Discussion Considerations
1.) More research or follow up on Item?
The Commission should discuss the item and determine next steps. Staff plans to pursue
other funding opportunities and if the Commission is aware of other potential funding
sources they can determine whether to pursue them.
2.) Evidence of “original”? Restore to what time period?
N/A
3.) Replacement Materials: accepted by State Historical society?
N/A
4.) Consideration of ‘undo hardship on owners?’ Funding sources?
Hardships are not applicable. Funding sources however are important to creating a high
quality plan.
5.) Take actions?
The Commission can provide input to staff and assist with finding funding sources.
6.) Follow up?
Staff will seek input from Jason Tish on how to make the CLG grant application more
competitive for the future and will pursue other funding opportunities through the
Oshkosh Area Community Foundation and with City Marketing and Fund Development
Coordinator Anne Schaefer. Ms. Schaefer has experience in grant writing and pursuing
different funding options. She has helped staff with fundraising for other projects in the
past.
