HomeMy WebLinkAbout21. 21-104FEBRUARY 23, 2021 21-104 RESOLUTION (CARRIED________LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF FOUR (4) REFUSE TRUCKS FOR THE SANITATION DIVISION OF THE DEPARTMENT OF PUBLIC WORKS ($1,022,080.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh Municipal Code generally requires that all purchases of services, supplies, materials and equipment in excess of $25,000 be competitively bid unless such purchase meets one of the specific exceptions listed within the Code; and WHEREAS, on July 28, 2020, the Common Council approved Resolution 20-339, waiving the purchasing requirements related to advertisement, competitive proposals and bidding as set forth in Chapter 12 of the City of Oshkosh Municipal Code and directed the City Manager and Director of Public Works to solicit proposals and recommend the purchase of new refuse trucks that are suited to the operational and safety needs of the Sanitation Division, and meet the budgetary requirements set out in the city’s CIP; and WHEREAS, the City of Oshkosh worked with McNielus Corporation, a division of Oshkosh Corporation, and has received a quote for the four (4) refuse trucks which meet the City’s needs and budgetary requirements. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase four (4) refuse trucks from: MCNEILUS TRUCK AND MANUFACTURING INC. 524 County Road 34 E PO Box 70 Dodge Center, MN 55927 Total: $1,022,080.00 FEBRUARY 23, 2021 21-104 RESOLUTION CONT’D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. No. 03230470-7210-66017 Sanitation Division-Motor Vehicles-Automated Sideload Refuse Truck I:\City Manager\Diane\1AGENDA PREP\2.23 word memos\21.docx TO: Honorable Mayor and Members of the Common Council FROM: James Rabe, Director of Public Works DATE: February 18, 2021 RE: Approve Purchase of Four (4) Refuse Trucks for the Sanitation Division of the Department of Public Works ($1,022,080) BACKGROUND The 2020 and 2021 Capital Improvement Programs (CIP) included an allocation of $600,000 in each year ($1,200,000 total) for the Public Works Department/Sanitation Division to replace a total of four (4) refuse trucks. On July 28, 2020, Council approved Resolution 20-339, waiving the purchasing requirements relating to the advertisement, competitive proposals, and bidding as set forth in Chapter 12 of the City of Oshkosh Municipal Code and allowing staff to negotiate the purchase of these refuse trucks. ANALYSIS The Sanitation Division has negotiated a price from McNeilus for the four (4) refuse trucks that is well within the budget for these trucks. FISCAL IMPACT The quote for these four (4) refuse trucks totals $1,022,080. Funding is available in the 2020 and 2021 CIP (Account #03230470-7210-66017 Sanitation Division-Motor Vehicles-Automated Sideload Refuse Truck). RECOMMENDATIONS On July 28, 2020, the Common Council approved Resolution 20-339, waiving the purchasing requirements of Chapter 12 of the City of Oshkosh Municipal Code. Staff have negotiated with McNeilus Truck and Manufacturing, Inc., a Division of Oshkosh Corporation, to obtain a quote for four (4) new side-loading refuse trucks that meet the operational and safety needs of the Sanitation Division and meet the budgetary requirements of the CIP.
