2. REQUEST FOR NO PARKING West side on Cumberland Trail from 9th Avenue to
Greenfield Trail from November 1 until April 30th. (CURRENT CONDITION: NO
parking restrictions).
This is a staff and resident request (Department of Public Works and Transit).
There are many new apartments on Cumberland which has led to an increase in on-street
parking. Vehicles are parking on both sides of the road in an irregular manner. The
parked vehicles are making it extremely difficult for street maintenance particularly snow
removal and street sweeping. Since this road is also a bus route, the city buses are having
a difficult time navigating the road with so many parked vehicles. The road also has a
number of curves adding to the difficulty of street maintenance and travel. We have also
received a complaint from a resident expressing similar concerns for residents traveling
to and from their houses as well as accessing their mailboxes.
The Oshkosh Housing Authority manages these apartments. I reached out to the housing
authority to solicit their feedback and input. I learned that residents cannot get a permit
to park in the lots unless they are a resident, have a valid driver’s license and proof of
insurance. This has led to tenants purchasing on-street parking permits from the city to
park their vehicles. The housing authority has asked that any parking restrictions are
only put in place during the winter months since the Cumberland Apartments are a
summer kids’ meal site and that generates more street parking as well as other nonprofits
that provide services for tenants. The downside to approving a seasonal prohibition
rather than a year-round one is that street sweeping will be impeded and parking will be
less orderly.

Cumberland is 36 feet wide so we normally would allow parking on both sides however;
the high demand for on street parking along with the curves justify this request.
The Department of Transportation’s guidelines for considering parking restrictions on
local streets are as follows:
Street Width Parking Restrictions
Less than 17 feet Both Sides (All cases)
17 to 24 feet One Side (All cases)
25 to 33 feet Valid Petition
34 feet and over none
The following factors tend to support removal of on-street parking on local streets
between 25 and 33 feet and beyond.
- HIGHER TRAFFIC VOLUMES
- HIGHER UTILIZTION OF ON-STREET PARKING
- SIGNIFICANT CURVES, HILLS OR SIGHT RESTRICTIONS
- BUS ROUTES
I recommend approval of no parking on the west side of Cumberland Trail from
November first until April 30th.

4. PENDING PROJECTS - The major road reconstruction projects for this year are
W. 9th Avenue from Oakwood Road to Linden Oaks Drive and Ceape Avenue from
Bowen Street to Lake Street. Reminder – an interactive map with the 5 year Capital
Improvement Plan can be found on the City website under Government, Capital
Improvements.
