Clerk’s phone: 920/236-5011. City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: February 17, 2021 RE: Designate the intersection of Nevada Avenue and Grove Street as a two way stop BACKGROUND This ordinance will eliminate the yield sign and replace it with a stop sign on Grove Street at the intersection of Nevada Avenue. Grove Street will then stop instead of yield for traffic on Nevada Avenue. This was a request from a citizen and his neighbors based on crash history and observed near miss crashes at the intersection. ANALYSIS This intersection does not strictly meet the Manual for Uniform Traffic Controls (MUTCD) warrants for a stop sign; however, there is a relatively high crash rate at this intersection given the limited traffic volume. There were four crashes at the intersection in the last five years. Engineering judgment leads staff to believe these crashes would be susceptible to correction with a stop sign. The Traffic Review Advisory Board recommends approval. (6-0) FISCAL IMPACT The fiscal impact of this ordinance is the cost of removing the yield sign and then installing a stop sign. The cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-10 pertains to yield right of way intersections designated and section 27A-8 of the Municipal Code pertains to through Streets designated. I recommend that the Common Council approve this ordinance. Respectfully Submitted, Approved: Jim Collins Mark A. Rohloff Transportation Director City Manager
