PURPOSE: DESIGNATE THE INTERSECTION OF NEVADA AVENUE AND
GROVE STREET AS A TWO WAY STOP
INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-10
YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED AND SECTION 27A-8
THROUGH STREET DESIGNATED
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27A-10 pertaining to yield right of way intersections
designated and 27A-8 pertaining to through Street designated of the Oshkosh Municipal
Code are hereby amended as follows:
A-10 YIELD RIGHT OF WAY INTERSETIONS DESIGNATED
Remove therefrom: Grove Street yields to Nevada Avenue
A-8 THROUGH STREETS DESIGNATED
Add Thereto: Nevada Avenue at its intersection with Grove Street
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #21-XXX on March 9th, 2021
CONVERTING THE INTERSECTION OF GROVE STREET AND NEVADA AVENUE
FROM A YIELD TO A TWO WAY STOP (GROVE STREET STOPS FOR NEVADA
AVENUE). The ordinance will change the intersection of Grove Street and Nevada Avenue
from traffic on Grove Street yielding to traffic on Nevada Avenue to traffic on Grove Street
stopping at Nevada Avenue.

RE: Designate the intersection of Nevada Avenue and Grove Street as a two way stop
BACKGROUND
This ordinance will eliminate the yield sign and replace it with a stop sign on Grove Street at
the intersection of Nevada Avenue. Grove Street will then stop instead of yield for traffic on
Nevada Avenue. This was a request from a citizen and his neighbors based on crash history
and observed near miss crashes at the intersection.
ANALYSIS
This intersection does not strictly meet the Manual for Uniform Traffic Controls (MUTCD)
warrants for a stop sign; however, there is a relatively high crash rate at this intersection given
the limited traffic volume. There were four crashes at the intersection in the last five years.
Engineering judgment leads staff to believe these crashes would be susceptible to correction
with a stop sign. The Traffic Review Advisory Board recommends approval. (6-0)
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of removing the yield sign and then installing a
stop sign. The cost would come out of the Sign Department operational budget.
RECOMMENDATION
Section 27A-10 pertains to yield right of way intersections designated and section 27A-8 of the
Municipal Code pertains to through Streets designated. I recommend that the Common
Council approve this ordinance.
