MAINTENANCE FOR GENERAL SERVICES DIVISION AND
PUBLIC MUSEUM ($48,315.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for elevator
maintenance for city facilities; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of the same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to KONE, Inc. for Three-Year Elevator Maintenance for
General Services Division and Public Museum ($48,315.00)
BACKGROUND
Earlier this year MEI-Badger Elevator announced that effective February 12, 2021 they
would no longer be serving the Fox Valley, including the City of Oshkosh. MEI-Badger
provided elevator maintenance for General Services’ buildings and the Oshkosh Public
Museum which included seven elevators (City Hall, the Safety Building, the Convention
Center, Parking Ramp, Public Museum and the Grand Opera House) as well as one
passenger lift at the Grand Opera House. This maintenance was scheduled quarterly,
bimonthly, or monthly for each elevator dependent on use and other factors in
accordance with the ASME A17.1-2013 Safety Code for Elevators and Escalators. This
maintenance included all labor, personnel, transportation, tools, equipment, replacement
parts and repair service to examine, clean, lubricate, adjust and repair or replace worn or
defective components due to ordinary wear and tear. The annual maintenance costs for
each elevator are charged out to their respective associated operating budget.
Understanding the urgency to secure a new elevator maintenance provider, Purchasing
engaged Performance Elevator Consulting (PEC) to create elevator maintenance bid
specifications seeking a new provider for a three year term (2021-2023) with the option
for two, one-year term renewals.
ANALYSIS
Working with PEC and Facilities Maintenance, Purchasing prepared bid specifications
for this elevator maintenance. Bids were due February 11, 2021. The bid tab is attached.
Staff has confirmed the low bid from KONE, Inc. met the minimum bid specifications
and had positive reviews from their local references.
FISCAL IMPACT
The 2020 annual costs for elevator maintenance for General Services and the Public
Museum totaled $13,167.08. The low annual bid from KONE, Inc. for 2021 is $15,650,
resulting in a projected increase for the first year of $2,482.92 (an 18.9% increase). The
total fiscal impact for the initial three year term from KONE, Inc. is $48,315. Elevator
maintenance costs will be charged annually to each facility’s 6426
(Mach/Equip/Bldg/Struct) account number of the respective operating budgets for City
Hall (0100-0130-6426-00000), the Safety Building (0100-0130-6426-40013), the Convention
Center (0503-1040-6426-00000), the Convention Center Parking Ramp (0506-1040-6426-
00000), the Grand Opera House (0501-1020-6426-00000) and the Public Museum (0241-
1070-6426-00000).
RECOMMENDATION
Purchasing recommends the Common Council award this three year elevator
maintenance bid to KONE, Inc. for $48,315.
