1. KIWANIS AND COPS: Mark your calendars for a March 8 Kickoff Event of the Kiwanis
and Cops Reading Partnership Program! A new partnership has formed between the
Oshkosh Kiwanis Club, Oshkosh Police Department and the Oshkosh Boys and Girls Club
to bring a reading program to elementary children in the community. The program is
designed to have elementary school children either read to an officer or have an officer read
to them. The reading program is just a starting point. Organizers hope to expand and build
on the connections and positive relationships with the children through the reading program
to include gym or other activities directed by the Boys and Girls Club leaders. Through the
use of the department’s Command and Community Outreach Vehicle (CCOV), they also
hope to extend the program out into the rest of the community.
The program will happen once weekly at two locations: the Boys and Girls Club and Jacob
Shapiro School. Monday, March 8 kicks off the event at the Boys and Girls Club at 3:30 PM
followed by Tuesday, March 9 at Jacob Shapiro School at 3:30 PM.
Long-term goals of the program include officers teaching an internet safety/anti-bullying
class; participate in sports/gym activities such as kickball, basketball, bowling, dodgeball; K9
demonstrations; expand the Step Up Program; and field trips such as Laser Tag in Appleton.
This is yet another way for the Police Department to connect with our community, and we
are excited for the opportunity to partner with Kiwanis and the Boys and Girls Club!
2. MENOMINEE CLANS STORY POW WOW: In honor of the Menominee Clans Story, the
Oshkosh Pubic Museum invites you to the exhibition's opening with a traditional Pow Wow.
Join us for dancing, singing, and honoring the Menominee culture on Saturday, June 5, 2021,
from 12 noon to 5 pm. The Pow Wow Grand Entry will be at 1 pm. Enjoy the music and
dance along with Native American food and art vendors.
The Pow Wow is a free community program with general admission to the Museum. Bring
your chairs or blankets and enjoy a beautiful summer day on the Oshkosh Public Museum's
historic grounds.
The Menominee Clans Story displays wood figures carved by the Menominee traditional
artist, James F. Frechette, Jr. He was born and raised on the Menominee reservation. James
learned many traditional crafts in his tribe and the stories, legends, and ancient lore of the
Menominee people. At the same time, he observed the craft life of the elders and, from time-
to-time acquired principles and techniques from them.
The Little Menominee, the intricately carved and painted figures stand between twelve and
twenty inches high. Through an indigenous art form of the tribe, Mr. Frechette faithfully
carved and captured the cultural dimensions of the ancient clan system depicting dress,
symbols, tools, colors, and traditions as a way to preserve and strengthen the culture and
traditions of the Menominee. His characteristic quality is authenticity found in the accurate
depiction of the legends, lore, and traditions of his tribe and in the minute details of the
figures he carved from Menominee white pine and decorated in acrylic.
3. NO TIME FOR CRIME: Staff from Oshkosh Media worked with the Oshkosh Police
Department and Fire Department to produce a new video entitled No Time for Crime.
Officer Kate Mann from the PD gives viewers a quick walkthrough on what tools OPD
officers carry and the features of a squad car. “Firefighter John” Holland from the OFD takes
viewers on a quick tour of one of the department’s ambulances. You can view this program
on-demand on the Oshkosh Media YouTube channel or on Gov TV. Check out
www.OshkoshMedia.org to see the Gov TV weekly schedule. Gov TV is now available not
only on Spectrum Cable channel 10, but also on AT&T U-verse channel 99, and streaming
live in HD on the Oshkosh Media channel on Roku, Amazon Fire TV and Apple TV. For more

8. UPCOMING MEETINGS: Among the meetings I have scheduled for the week of February
22 include the following: At 8:00 AM on Tuesday I will be participating in the virtual West
Side Association Developers panel. At 9:00 AM I will be meeting virtually with Mayor
Palmeri to discuss Tuesday’s agenda. At 10 AM I will be meeting with staff to discuss the
Pioneer Dr., Riverwalk funding. At 11:30 I will be meeting with staff to discuss the proposed
Merrill school expansion. At 2:30 PM I will be meeting with Parks Director Maurer to discuss
the proposed four seasons building at Lakeshore Park. On Thursday at 9:30 AM I will be on
WHBY radio for their “Fresh Take” program with Josh Dukelow. At 1:00 PM I will be
participating in the League of Wisconsin Municipalities Winter Chief Executive’s Institute.
At 10:00 AM on Friday I will be attending a planning session for a panel I will be on for a
City Management Conference scheduled for the first week of March. At 12:00 PM I will be
participating in the WCMA virtual February Coffee Chat. If you have any questions
