INITIATED BY: HUMAN RESOURCES
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
attached update for the Employee Handbook Section 115 for City of Oshkosh is hereby
approved retroactively, effective 1/1/2021 and the proper City officials are hereby
authorized to execute and deliver the handbook update in substantially the same form as
attached hereto, any changes in the execution copy being deemed approved by their
respective signatures, and said City officials are authorized and directed to take those
steps necessary to implement the terms and conditions of the handbook update.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that
this Employee Handbook update to Section 115 for City of Oshkosh supersedes all
previous versions of this section of the Employee Handbook.

RE: Employee Handbook Update – Employee Development
BACKGROUND
Our Employee Handbook is intended to be a helpful reference regarding City policies, benefits, and
procedures related to employees, their expected behavior, action, and interaction. Although it is not all-
inclusive, the purpose of this document is to cover a variety of topics about which questions may
frequently arise, increase the understanding of expected outcomes, and help assure uniformity of
application for common issues, across the organization. The handbook was last updated a year ago,
effective January 1, 2020.
ANALYSIS
This handbook change entails the implementation of the Employee Development Program (Section 115),
as directed by Council as part of our Strategic Plan and 2021 budget. The program will provide financial
assistance to employees who take college or technical college courses during their off time to complete a
Certificate Program, an Associate’s degree, Bachelor’s degree, or Master’s degree related to City of
Oshkosh employment. This program will help our organization continue to provide opportunities for
employee advancement, reduce recruitment and turnover costs, and ensure that our employees have the
opportunity to be the best resources possible to the organization and our citizenry. The program will
include provisions to limit the maximum amount available per employee, and ensure that employees
remain in city employment for a reasonable time after their studies for which they are receiving
assistance.
FISCAL IMPACT
The fiscal support for the start-up of this program has been approved by Council in the 2021 budget with
seed money of $100,000. The Finance Department will manage the financial position of these funds in
cooperation with our Human Resources Division, who has programmatic responsibility, as necessary
and possible.
RECOMMENDATION
I included the added section of the handbook for your information. I am asking that the effective date of
the changes be made retroactively to 1/1/21. Please review these materials and let me know if you may
have any additional questions in regard to this subject. Thank you.

Handbook Change for 2021
Section 115, add number 7
Employee Development Program – The Director of Administrative Services, through the
Human Resources Division, shall manage an Employee Development Program which provides
financial assistance to eligible employees who take college or technical college courses to
complete a Certificate Program, Associate’s Degree, Bachelor’s Degree, or Master’s Degree
related to City of Oshkosh employment. Eligible employees are defined as City of Oshkosh
employees who have completed one year of employment in a full-time benefit eligible position
unless a collective bargaining unit agreement applies to the contrary or does not provide these
benefits. Approvals for this program are be subject to supervisory recommendation and budget
allowances. Please contact Human Resources for more specific information regarding the
policy and application process.
