HomeMy WebLinkAbout07. 21-59AGREEMENT FOR WATER FILTRATION PLANT CLEARWELLS REPLACEMENT FINAL DESIGN / JACOBS ENGINEERING GROUP ($822,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, Jacobs Engineering Group previously entered into an a professional services agreement with the City to provide the City with a Preliminary Design Study for the replacement of the clearwells at the Water Filtration Plant; and WHEREAS, in 2017 Jacobs Engineering Group was chosen to provide the final design services and prepare bidding plans and specifications for the clearwell replacement project; and WHEREAS, in 2017 in response to the Public Service Commission of Wisconsin request the City prepared detailed water demand forecasts through year 2040, which are documented in 2019’s City of Oshkosh Water System Capacity Study which recommends redesign of the project with reduced capacity pump stations; and WHEREAS, as part of the planning for the Capital Improvement Program (CIP), the City and Jacobs have in addition identified several opportunities to redesign the project to help mitigate potential construction conflicts and reduce costs; and WHEREAS, additional engineering services are necessary that are related to this work. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed to enter into and take those steps necessary to implement an appropriate amended professional services agreement with Jacobs Engineering Group for additional engineering services in the amount of eight hundred twenty-two thousand dollars. (Jacobs) ($822,000) BACKGROUND In November 2014, CH2M Hill Engineers, Inc. (now Jacobs) completed a Preliminary Design Study for the replacement of the clearwells at the Water Filtration Plant (WFP). The clearwells are concrete cast- in-place structures that range in age from 51 to 94 years old. In the 2007 and 2010 sanitary surveys of the City of Oshkosh’s (City) water system, the Wisconsin Department of Natural Resources (WDNR) identified Administrative Code deficiencies with these structures. The most recent inspection of these structures indicate they are in fair condition, at best, and are in need of replacement based on their age and the WDNR-identified code deficiencies. The two (2) options identified in the study were: to replace the basins in ground, which would require a sophisticated secondary containment system due to the basins being partially below groundwater level; or construct aboveground basins with secondary pumping to meet the WDNR’s groundwater separation requirements. The aboveground option with intermediate pumping was selected as the option that best met the regulatory requirements and provided the simplest long-term operating requirements for the facility. An electrical system study was done, in addition to the original Preliminary Design Study, to identify any additional electrical system work that would need to be done to support the intermediate pumping. The study determined the backup generators, which have issues related to their age and availability of parts and service, need to be replaced. In January 2017, Jacobs was chosen to provide the final design services and prepare bidding plans and specifications for the Clearwell Replacement Project. In October 2017, the Public Service Commission of Wisconsin requested justification for the City’s decision to replace its 16 million gallons per day (mgd) capacity pump stations with new 16 mgd pump stations as part of this Project. In response to this request, the City prepared detailed water demand forecasts through year 2040, which are documented in 2019’s City of Oshkosh Water System Capacity Study. Based on the recommendations from that study, the City will redesign the Project with 13.7 mgd capacity pump stations. £ _'A· gr Oshkosh I:\City Manager\Diane\1AGENDA PREP\2.9.21 Memos\7.docx Page 2 of 2 Further, as part of its Capital Improvement Program (CIP), the City plans to replace the WFP liquid oxygen storage and ozone supply systems. These systems have performance reliability issues, are costly to maintain, and no longer operate to meet design capacities. The liquid oxygen storage and ozone systems replacement are scheduled for 2022 – 2023, which coincides with the clearwells replacement construction in 2022 – 2024. To mitigate potential construction conflicts associated with separate projects and reduce the costs associated with design, administration, permitting, and bidding, the City decided to combine the replacement of the clearwells, liquid oxygen storage, and ozone sy stems into a single project. ANALYSIS The purpose of this amendment is to revise the construction Contract Documents and Project permitting materials to reflect the new pump stations’ capacity, changes to other Clearwells Replacement Project design criteria, and the addition of the replacement liquid oxygen storage and ozone systems. The replacement of the WFP backup power generators is included in the overall clearwell replacement project. The sizing of the backup generators will be reviewed with the electrical needs changes proposed within this contract amendment. FISCAL IMPACT This cost of this proposed contract amendment is for $822,000. This will raise the total agreement amount to $1,904,200. Funding is available for this contract amendment in CIP Account #03221810-7206- 05824/Water Capital Fund-Capital Construction-Replace Water Filtration Plant Emergency Generators. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh (Code) provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed this amendment and, in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this amendment. Approved, Mark A. Based on the recommendations from the 2019 study, the City determined it could redesign the Project with 13.7 mgd capacity pump stations. Further, as part of its Capital Improvement Program (CIP), the City plans to replace the WFP liquid oxygen (LOX) storage and ozone supply systems. These systems have performance reliability issues, are costly to maintain, and no longer operate to meet design capacities. The LOX storage and ozone systems replacement are scheduled for 2022 - 2023, which coincides with the clearwells replacement construction in 2022 - 2024. In order to mitigate potential construction conflicts associated with separate projects and reduce the costs associated with design, administration, permitting, and bidding, the City determined it was in the best interest of ratepayers to combine the replacement of the clearwells, LOX storage, and ozone systems in a single construction project. The purpose of Project Amendment No. 2 is to revise the construction Contract Documents and Project permitting materials to reflect the new pump stations' capacity, changes to other clearwells replacement project design criteria, and the addition of replacement LOX storage and ozone systems. The Project design, permitting, and bid phase processes will be completed through the performance of the following tasks. Task 1 Design and Permitting Documents Jacobs Engineering Group, Inc. and Jacobs' subconsultant AECOM Technical Services, Inc. (the Jacobs team) will revise the 2017 Project drawings, specifications, and permitting documents to reflect current design criteria and City decisions. Updates to Project design criteria are summarized in Water Filtration Plant Clearwells Replacement Project Revised Design Criteria Summary Technical Memorandum (June 2020). In addition to these changes, the City determined the Intermediate Pump Station and the High Lift Pump Station could be combined into a single new facility to reduce estimated construction costs and reduce impacts on routine WFP operations during construction. Further, the design scope was expanded to include replacement of the LOX storage and ozone systems. SCOPE OF SERVICES FEBRUARY 2, 2021 Task 1.1 Engineering Report In collaboration with the City, the Jacobs team will update the Project Engineering Report to align all Project elements (site civil, structural, architectural, process mechanical, hydraulics, building mechanical, corrosion control, electrical, and instrumentation and controls) with current requirements. Jacobs will review WFP performance data and establish for the forecasted flow and dose conditions the design criteria for the replacement LOX storage tanks, LOX vaporizers, ozone generators, ozone power supply units, ozone cooling water systems, and ozone destruct system. In collaboration with WFP staff, Jacobs will evaluate the condition and performance of ozone facility supporting systems and auxiliary features including piping, valves, motor control centers, electrical conduit, and ozone contactors hatches. To maximize lifecycle value, components of the existing facility able to provide an additional 20 years of reliable service will be reused. Jacobs will work with municipal water treatment ozone equipment vendors to size the replacement ozone equipment, and supporting systems as needed. Jacobs will prepare LOX storage and ozone system preliminary layout drawings, 30 percent complete process instrumentation and control diagrams, and obtain equipment quotes and estimated manufacturing lead times from vendors. The Project operational impacts, sequence of construction, and estimated construction schedule sections of the report will be updated to reflect LOX storage and ozone system replacement. To re-establish the Project aesthetic concepts, primarily the architectural finishes for the new reservoirs and the site impacts of a single, larger pump station, the Jacobs team will prepare 3-D renderings of the new facilities for use in meetings with City stakeholders. To address previous community input, two reservoir exterior finish design concepts will be developed with estimated cost impacts for consideration by decision makers. Jacobs will prepare a revised Project construction cost estimate. Jacobs will work with the State of Wisconsin Safe Drinking Water Loan (SOWL) program managers to identify the process for inclusion of ozone improvements in the SOWL program, potentially with the clearwells replacement project. It is common to pre-select ozonation equipment to minimize changes during construction. Minimizing changes associated with ozone equipment replacement, and potential ozone system downtime, is critical to maintaining good water quality during construction. Jacobs will work with SOWL program managers to determine how to structure a competitive pre-selection of major equipment for conformance with the program. Jacobs will combine updated schedule, cost, and technical information in the revised Project Engineering Report to freeze design and construction concepts prior to completing final design SCOPE OF SERVICES FEBRUARY 2, 2021 drawings and specifications. The Jacobs team will prepare a draft revised Engineering Report for review by the City and the Wisconsin Department of Natural Resources (WDNR). Task 1.1 Meetings. The Jacobs team will facilitate four meetings with the City to review and discuss updates to the design, sequence of construction, and WFP operations during construction. Jacobs will participate in a meeting with City decision makers to present a Project update and facilitate selection of the reservoirs' exterior finish design concept. Jacobs will conduct a meeting with WDNR and the City to discuss the draft revised Engineering Report and to gather WDNR input on the Project prior to development of final design documents. Task 1.1 Deliverables. Task 1.1 deliverables include the following: Meeting agendas, presentation materials and summaries. � Three paper copies, one Word file, and one PDF file of the draft Engineering Report. e Three copies of the Final Engineering Report and one electronic file (PDF). Task 1.2 Drawings and Specifications During preparation of the updated design documents, the Jacobs team will informally meet as needed with City personnel to discuss final design development. The Jacobs team will also meet with the City and WDNR personnel at the 60-percent and 90-percent complete milestones to review design progress. An update to the construction cost estimate will be prepared at the 90- percent complete milestone. The Jacobs team will prepare the bidding documents, legal specifications, technical specifications, and drawings needed for competitive bidding of the Project. The documents will be prepared for a single construction Contract. The front-end bidding, legal, and general requirements will be Jacobs standard Engineer's Joint Contract Document Committee (EJCDC) documents (2013 version). Jacobs will customize the front-end bidding and legal specifications to conform to the City's standard contractual and insurance requirements. Technical specifications will be prepared using Jacobs standard specifications. Drawings will be prepared using Jacobs standard format, standard size (22-inch by 34-inch full-size drawing), AutoCAD compatible software, and legends. The front-end bidding documents will comply with the SDWL requirements. Task 1.2 Meetings. The Jacobs team will facilitate two design progress meetings with the City and two design milestone review meetings with the City and WDNR. Task 1.2 Deliverables. Task 2.1 deliverables include the following: • Meeting agendas and summaries. e Three paper copies of 60-percent complete drawings and specifications, one PDF copy of the drawings, and one electronic file of the specifications (Word format). SCOPE OF SERVICES FEBRUARY 2, 2021 • Three copies of 90-percent complete drawings and specifications, one PDF copy of the drawings, and one electronic file of the specifications (Word format). • Two scaled PDF files, one full size (22" X 34") and one half-size set (11" x 17") of the 100 percent complete drawings and two electronic files of the specifications (Word format and PDF) for the City's use in producing bidding documents for distribution online via the Quest Construction Data Network. Final drawings will be converted to current version AutoCAD. • Estimate of probable construction cost at the 90-percent complete milestone. Task 1.3 Permitting Services The Jacobs team will prepare the following updated permit applications and supporting technical documentation: • WDNR Approval to Construct application including the updated Engineering Report, drawings and specifications, and WDNR checklists. • WDNR Individual Permit for the outfall installation, including Wetland Delineations, updated Environmental Resources Reviews, and Archeological Reviews. • Wisconsin Public Service Commission (PSC) Construction Authorization package. • City of Oshkosh Planned Development Application with attachments, Zoning Map Amendment Application with attachments, Site Plan Review Application with attachments, Storm Water Review and Erosion Control Plan, and Inspection Services Division Application for Review - Buildings, HVAC, Fire and Components, SBD-118. City will pay for permit application fees to appropriate local, state, and federal agencies. Jacobs will prepare the following grant applications and supporting technical documentation: • SDWL Financial Assistance Application, in collaboration with City financial personnel. e SDWL Bid Documentation and forms. a Focus on Energy financial incentives applications with supporting calculations for the intermediate and high-lift pump high-efficiency motors and variable frequency drives and eligible new lighting. Task 1.3 Meetings. The Jacobs team will participate in a PSC pre-authorization meeting with the City and PSC. To gain City Project approvals and facilitate local permitting reviews, the Jacobs team will participate in meetings with the City Planning Commission, Site Plan Reviewers, and members of the Inspection Services Division. Task 1.3 Deliverables. Meeting agendas and summaries; permit and financial incentive applications with supporting technical documentation. SCOPE OF SERVICES Task 2 Project Management and QA/QC FEBRUARY 2, 2021 Jacobs will manage the delivery of the Project technical services and work products to meet the City's schedule and budget. Jacobs will update its Project instructions for the Project delivery to reflect revisions to the Project schedule and scope. Project instructions addressed include the following. ti Detailed scope of services and Project deliverables. e Task assignments. • Project schedule. • Project budget by task. • Health and safety considerations. c Communication procedures within the Project team and with the City. The Jacobs team will maintain communication with the City through regular Project meetings, telephone calls, and email. The Jacobs team will participate in meetings to be held either online or in person at the WFP. In addition, Project activity reports will be submitted to the City with each monthly invoice. The Jacobs team will conduct QA/QC reviews of the Project deliverables and review completed work at Project milestones. All draft deliverables will be internally reviewed before submission to the City. Task 2 Deliverables. Monthly progress reports with invoices, meeting minutes, City comment and response logs. Task 3 Bid Phase Services The Jacobs team will prepare a draft of the Advertisement for Bid for City review, respond to bidders' questions, draft appropriate addenda, and facilitate a pre-bid meeting. Jacobs will prepare pre-bid meeting minutes for distribution via addendum. Jacobs will maintain a log of bidders' questions and responses during the bid phase and draft addenda as needed. The City will advertise the bid, post the bid documents and addendums on Quest Construction Data Network, conduct the bid opening, and recommend the award of the bid. In addition, the City will solicit and review all bidding contractors' prequalification documents. The Jacobs team will attend the bid opening and assist the City in managing the Contract Documents for the execution by the City and Contractor. Task 3 Meetings. The Jacobs team will facilitate the Project pre-bid meeting. Task 3 Deliverables. An estimated 65 percent of the 2017 clearwells replacement drawings require minor revisions, 15 percent require moderate revisions, and 20 percent require replacement with new drawings.
