RE: Professional Services Agreement with SRF Consulting Group, Inc. for Americans with
Disabilities (ADA) Facilities Audit and Transition Plan ($59,961.00)
BACKGROUND
In the 2021 CIP the Common Council allocated $60,000 to complete a City facilities audit to determine
the City’s compliance with Title II of the Americans with Disabilities (ADA) Act. Title II requires that
the programs, services, and activities of state and local governments are accessible to people with
disabilities. An important step toward ensuring compliance by the City, will be our efforts to conduct an
audit, intended to determine the current level of compliance with ADA Title II, and develop a plan to
bring any necessary City facilities into compliance. This audit will include on site ADA assessments and
data collection of City facilities that include public buildings, parks, and recreational facilities. The
deliverables of this project will also include an ADA transitional plan that will identify recommendations
for facility improvement, prioritization, coordination as well as progress tracking. The project is expected
to begin in the coming weeks and be completed by mid to late summer of this year.
ANALYSIS
The RFP was issued on November 23, 2020 and was due on December 23, 2020. The RFP was sent to 10
consulting firms that have experience in ADA facility audits and expressed interest in this project. Four
firms submitted proposals. A cross-functional evaluation team of City staff evaluated the proposals
against the stated criteria within the RFP. All four proposals presented information that confirmed their
expertise and experience in ADA facility audits. Based on this review, it was determined that the
proposal from SRF Consulting Group, Inc. best met or exceeded all the criteria identified in the RFP.
Specifically, staff felt SRF’s strong experience in policy review and development was superior to the other
proposals. Staff also felt SRF’s experience as a regional leader in ADA Transition Plan development and
their prior experience working with GO Transit positioned them above others from a standpoint of
expertise, data connection and local knowledge. Follow up on SRF’s references confirmed a very high
level of satisfaction, professionalism and completeness.
FISCAL IMPACT
The total fiscal impact of SRF’s cost proposal is $59,961. The Common Council allocated $60,000 in the
2021 CIP for this project. This project be charged to A/N#: 03230130 6401 63100 (City Facilities
Studies/Audits).
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including these services, may be procured without the use of competitive bidding or
quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report.
