Rohloff, City Manager DATE: February 4, 2021 RE: Professional Services Agreement for Sediment Thickness Verification of City of Oshkosh Storm Water Basins / AECOM Technical Services, Inc. (AECOM) ($57,967.50) The proper maintenance of storm water detention basins includes periodic verification of accumulated sediment depth. Once sediment accumulates to a certain depth, the effectiveness of the detention basins to remove sediment is reduced, and the sediment must be removed to return the detention basin to its design requirements. The Storm Water Utility conducts sediment depth verification studies on approximately a five-year cycle, and includes all basins that are at least five years old at the time of the study. These studies are typically conducted in the winter, when ice conditions exist to allow safe testing from the ice surface. The information gathered from this study will be utilized to plan future monitoring and maintenance activities. The Department of Public Works requested a proposal from AECOM to perform the sediment thickness verification. AECOM was selected due to their extensive experience performing these services and their familiarity with the City’s detention basins and our needs. The cost of these services is estimated not to exceed $57,967.50 and will be funded from the Storm Water Utility Operating Budget (Account #05612050-6450/Storm Water Utility- Operations and Maintenance-Engineering Consultant Fees). Chapter 12 of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services agreement. MAR/jer
