RE: Cooperative Purchase of Ford Super Duty F350 XL 4WD Crew Cab Pickup Truck for
Fire Department ($39,022.00)
BACKGROUND
The 2021 CIP Major Equipment budget allocated $44,300 to replace a SUV used by Fire Department. This
unit is used for snow removal and for towing trailers including the rescue boat unit. The new unit
replaces a 1996 SUV that isn't sized as well for heavy trailering and is not efficient for snow removal.
The new unit is a 2021 Ford F350 XL 4WD Crew Cab that is designed for heavy trailering. This memo is
to report the truck chassis purchase of this vehicle pursuant to the cooperative purchase exception of our
purchasing ordinance.
ANALYSIS
Purchasing has verified that Ewald Automotive Group holds the State of Wisconsin Department of
Administration contract (#505ENT-M19-2019VEHICS-00) for this vehicle.
FISCAL IMPACT
The 2021 CIP allocated $44,300.00 for this purchase. The state contract price for this vehicle is $36,106.00.
Factoring in Ewald's trade-in for the former unit and their cost to install a new plow the total fiscal impact
of this vehicle is $39,022.00. The balance of funds allocated for this vehicle will be used for supplemental
body and equipment that will be procured in the coming months. This purchase will be charged to A/N#:
0323 0230 7210 66002 (MOTOR VEHICLES- 1-Tn Pickup Trk w/Crew Cab).
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
