RE: Cooperative Purchase of Ford Interceptor Utility for Fire Department ($33,614.00)
BACKGROUND
The 2021 CIP Major Equipment budget allocated $45,700 to replace a Chevy Suburban used by the Fire
Department. The new unit replaces a 1999 Chevy Suburban with 94,589 miles that has a rusting
undercarriage and brake lines and is beyond its useful service life. This memo is to report this vehicle
purchase pursuant to the cooperative purchase exception of our purchasing ordinance. The new vehicle
is a 2021 Ford Police Interceptor Utility (K8A) AWD vehicle that will provide better control in slippery
conditions.
ANALYSIS
Purchasing has verified that Ewald Automotive Group holds the State of Wisconsin Department of
Administration contract (#505ENT-M19-2019VEHICS-00) for this vehicle.
FISCAL IMPACT
The 2021 CIP allocated $45,700 for this purchase. The fiscal impact of this vehicle from Ewald's state
contract is $33,614.00. The balance of funds allocated for this vehicle will be used for supplemental
equipment that will be procured in the coming months. This purchase will be charged to A/N#: 0323
0230 7210 66106 (MOTOR VEHICLES- Fire SUV/Pick-up Truck).
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
