RE: Cooperative Purchase of Emergency Generator for Fire Station 15 ($68,554.60)
BACKGROUND
The current generator at Oshkosh Fire Station 15 is 30+ years old and has reached the end of its service life.
The generator provides back up power to Fire Station 15 during power outages and the Emergency Operations
Center. The Hanson Design Group (electrical engineer) and TR Karrels (Structural Engineer) have been
engaged as professional services to design the specifications for the generator and the bid specifications for
the installation of the unit.
ANALYSIS
Working with Electric, Facilities Maintenance staff and project engineers, Purchasing identified the necessary
specifications required for the new generator including type, size, warranty and service. Based on this review,
staff concluded a 125 KW Caterpillar generator via the national cooperative contract from Sourcewell would
best meet the needs of this project. Using Sourcewell cooperative contract #120617-CAT the city was able to
secure a 35% discount (approximately $22,000 savings) on the new generator. Fabick Cat (dba/JFTCO Inc.) is
the local authorized Caterpillar dealer. There is a 6-8 week lead time for the generator. The unit will be
installed in the spring by the electrical contractor that will be awarded the forthcoming installation bid.
FISCAL IMPACT
The fiscal impact of this generator purchase via the Sourcewell cooperative purchasing program is $68,554.60.
Combining the generator cost with the AJE fees ($14,200), the anticipated install bid cost ($118,000) and
contingencies, the total fiscal impact of this project will be approximately $200,000.00. Finance has confirmed
there are CIP contingency funds available for this project. This purchase will be charged to A/N#: 03230230
7214 63018 (Equipment Fund, Fire Department Buildings Station 15 Generator).
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be
made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the
Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If you have any
