HomeMy WebLinkAbout30. 21-27 JANUARY 12, 2021 21-27 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AMEND THE CITY OF OSHKOSH FEE SCHEDULE FOR SPECIAL EVENT EQUIPMENT FEES INITIATED BY: COUNCIL MEMBER MUGERAUER WHEREAS, the City of Oshkosh adopted a fee schedule for various services including charges for special events equipment and services for calendar year 2021; and WHEREAS, the City had implemented a plan for invoicing special events which included stepping up equipment charges over the course of four calendar years from 25% in 2018 to 100% in 2021 to allow special events to plan and budget for increases in the costs of services; and WHEREAS, special events were particularly burdened in calendar year 2020 by the conditions associated with the coronavirus pandemic with many not able to hold events and others holding greatly reduced events resulting in financial hardship; and WHEREAS, the continued effects of the pandemic may affect some events for the current year as well; and WHEREAS, the City of Oshkosh is known as the Event City and the Council desires to assist special events planning their events in the City of Oshkosh in 2021. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the appropriate city staff are directed to reduce the invoices for equipment charges to special events by 50% for 2021 and that the notation at the bottom of the 2021 fee schedule pertaining to special event equipment charges is hereby amended to read as follows: NOTE: 2021 Equipment Fees shown are equivalent to the current Federal Emergency Management Agency (FEMA) rates. Any Equipment utilized for a special event not included on this fee schedule will be subject to current FEMA rates and charged accordingly to the special event. By Resolution 21-XXX the Council has determined that for events held within calendar year 2021 all equipment (excluding signs, barricades, cones, and barrels) shall be invoiced at 50% of the hourly FEMA equipment rate. TO: Honorable Mayor and Members of the Common Council FROM: Russ Van Gompel, Finance Director DATE: January 6, 2021 RE: Amend the City of Oshkosh Fee Schedule for Special Event Equipment Fees BACKGROUND On December 8, 2020, the Common Council adopted a Comprehensive Fee Schedule which included the rates for Special Events, Marches, and Public Assemblies. The approved Fee Schedule included the reimbursement rates based on the current Federal Emergency Management Agency (FEMA) Schedule of Equipment Rates. When the policy was first created, the Council approved that 25% of the FEMA Rates would be charged to the event in 2018 and that the equipment rates would gradually increase to the full rate. In 2019, 50% of the FEMA rates were billed out. In 2020, it was 75% of FEMA rates. Finally, in 2021, it was approved to bill out 100% of the FEMA rates. ANALYSIS Council Member Mugerauer would like the City Council to consider maintaining a discounted rate. One option would be to return to the option of billing out 50% of FEMA rates as was done in 2019. FISCAL IMPACT With the COVID-19 impact on Special Events, the activity in 2019 was the last year the City experienced a typical special event calendar and activity. In 2019, the City discounted a total of $22,775 in FEMA discounted rates. If 2021 were to return to 2019 levels, and at a discount of 50%, staff projects that revenue would be impacted by $22,775.
