HomeMy WebLinkAbout16. 21-13 JANUARY 12, 2021 21-13 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPECIAL EVENT/BATTLE ON BAGO FOUNDATION INC / UTILIZE MENOMINEE PARK & MILLERS BAY FOR THE BATTLE ON SAGO EVENT/FEBRUARY 18, 19, & 20, 2021 INITIATED BY: CITY ADMINISTRATION NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to Battle on Sago Foundation (Glenn Curran) to utilize Menominee Park & Millers Bay from 8:00 a.m. Monday, February 15 through 8:00 a.m. Sunday, February 21, 2021 (event times: Friday, February 19 from 8:00 a.m. — 11:00 p.m.; Saturday, February 20 from 5:00 a.m. to 8:00 p.m.) for the Battle on Bago event, in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. An exception to the provision of 19-4(A)(3) of the City of Oshkosh Municipal Code, to allow amplified music to continue after 10:00 p.m. on the condition that amplified music shall cease no later than 11:00 p.m. on Thursday, February 18. B. BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City's actual costs for extraordinary services. Approval of this request shall not be interpreted as approval to conduct the event during any period of emergency order or declaration prohibiting such event. Approval of this event shall not be interpreted to supersede any emergency order or declaration applicable to such event and all events shall remain subject to all applicable ordinances, orders, declarations and requirements for public gatherings. Drafted 1/6/2021 by Jim Erdman (board of directors Battle on Bago) Submit to: City of Oshkosh Parks, Kathy Snell We are looking forward to implementing the following protocols at our February 19th and 201n 2021 event to assure that we maintain proper planning, preparation, and success during our event. We Feel that we are experienced in the success of these protocols as historical data from our summer 2020 event shows no attached recorded cases Covid-19. • Thursday night cancelled -Thursday night band/gathering in Menominee park has been eliminated to reduce crowd gathering • Air Exchange -Our tent will boast 36,060 Cubic feet per minute of Air exchange. This is a rate that is 35 times faster than a residence and will exchange all of the air under our tent every 9.2 minutes. • Social distancing - We will have a maximum capacity of 1000 people. This is 25% of capacity and will provide a lessor density of gathering than past State of Wisconsin mandates for social distancing of 6' apart. • Dining area - We will be placing a 50% reduction of dining tables in the space that we have always used. Twice the room between dining tables. This matched current protocols of restaurants • Concessions - All concessions staff will be wearing masks and gloves as was typical at our 2020 events • Fish weigh in - Much study has gone into our fish weigh in. We have a weigh master and 24 scales. We can weigh fish at an incredible rate and have multiple years of consecutive data showing that we have no waiting line. Our 2 fish weigh-in lines are single file. Masks will be provided at the entrance of the fish Weigh area for those anglers wanting a mask. This line will move faster tha what you experience at the grocery store. • Sanitation - Hand sanitizer will be placed throughout the event as per current normal - Port-o-toilets will be sanitized daily, and in a constant regular rotation during peak hours on Saturday in an ABC type rotation. We will set these units in a U-shaped pattern with 3 legs (leg A, leg B, and leg C). We will rotate cleaning on 1 of these legs every 10 minutes. During this rotation 1 leg will be closed for cleaning while 2 legs remain open. Every 10 minutes we will rotate to another leg. • Stage - Speakers will be spread though out the perimeter of the tent to deter crowds from gathering at the stage. Volume will also be monitored and controlled so that our attendees won't need to get closer to one another to hear conversation. • Virtual options - We will be providing virtual options to view the Raffle announcements, and fishing contest results on Saturday.
