PURPOSE: AWARD BID TO MONROE TRUCK EQUIPMENT FOR A DUMP
BODY WITH BACK PACK FOR THE PARKS DEPARTMENT
($29,859.00)
INITIATED BY: PURCHASING
WHEREAS,the City of Oshkosh has heretofore advertised for bids for a new one-ton
dual rear wheel truck chassis and dump body with back pack for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $29,859.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Monroe Truck Equipment for a Dump Body with Back Pack for the Parks
Department ($29,859.00)
BACKGROUND
The 2020 CIP allocated $65,000 for a new one -ton dual rear wheel truck chassis and dump body with
back pack for the Parks Department. The new unit will replace a 2004 Ford F550 dump truck that had a
rusting body with an inefficient and low -powered hydraulic dump configuration. The truck chassis
purchase was completed in the spring of 2020 via state contract pricing and approved by the City
Manager. This memo is to purchase the dump body with back pack that will be installed on the truck
chassis.
ANALYSIS
Working with the Public Works Mechanics Manager, Purchasing prepared bid specifications for this unit.
The bid was posted on Onvia DemandStar. Bids were due October 19, 2020. The bid tab is attached.
Based on the bid review, it was the consensus of staff that the low bid met the minimum bid
requirements.
FISCAL IMPACT
The 2020 CIP allocated $65,000 for the complete unit that includes the truck chassis and dump body and
back pack. The chassis cost was approved in the spring of 2020 for a fiscal impact of $36,882.50, leaving
a balance of $28,117.50. The fiscal impact of the low bid for the dump body with back pack is $29,859.00,
leaving an overage of $1,741.50. Finance has transferred the necessary funds to this account to cover the
overage. This purchase will be charged to A/N# 03230610 7210 66006 (MOTOR VEHICLES- 1-Ton 4-
Wheel Drive Truck with Dump Body and Cabinets).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Monroe Truck Equipment for
$29,859.00.
