MISSION STATEMENT
The Landmarks Commission is charged with fostering the protection, enhancement and perpetuation of historic
improvements and of districts which represent or reflect elements of the City's cultural,social, economic,political and
architectural history,safeguard and fostering civic pride in the City's historic and cultural heritage as embodied in
landmarks and historic districts.

2020 COMMISSION GOALS
Historic Preservation Plan - Create a historic preservation plan to guide the efforts of the Commission long term
over several years.
Web Site /Facebook—Update the Landmarks Commission website presence as needed and post regular updates
and material on Facebook.
Review Historic Preservation Ordinance—Review and update the Historic Preservation Ordinance in the Oshkosh
Zoning Ordinances.
Include Historic Preservation in all City Planning Efforts-Raising awareness of the importance of historic
preservation in all City departments and planning processes.
Education and Outreach Programming-Develop materials to promote commission programs for distribution to
the public and area businesses as well as presentation by commission members to present to local community
organizations and other outreach venues.
Continue to Promote the Historic Plaque and Marker Programs—Reach out to commercial and residential historic
property owners and area organizations for financing of community historic markers and individual building
plaques.
Marketing Efforts—Continue to work with other historic-focused groups &community agencies for joint
marketing efforts regarding historic tax credits, historical tours,brochures, historical education and the
possibility of hosting a future state historical commission conference.
Local Landmarking—Identify properties that are eligible to locally landmark and contact owners.
Research and Award the Acanthus Award—Take nominations, perform historic research and present historic
preservation awards for historic preservation efforts.

HISTORIC PRESERVATION PLAN
The creation of an Historic Preservation Plan is a major goal of the Commission during the 2020 reporting peiod.
The Commission has applied for a CLG Subgrant for financial assistance. The planning process is ongoing and the
Commission has examined other plans from several communities. Staff mapped out Oshkosh's existing historic
districts, individually-listed State and National Register properties, and local landmarks. A subcommittee of
Landmarks Commissioners met several times in 2019 to create material for the plan. On September 20th, 2019 the
subcommittee held a visioning session and brainstormed assets and opportunities for preservation in Oshkosh. The
Commission will work to create goals, objectives, and action items for the plan and host public meetings to obtain
input from the public. After this, staff and the subcommittee will work to refine the plan and then run the plan
through the approval process. The Historic Preservation Plan is a formal plan that would be recognized by the Plan
Commission and Common Council and coordinate with other City plans. Once the plan is complete it will serve as
guidance and form the basis of preservation efforts in Oshkosh.

SOCIAL MEDIA
The Landmarks Commission maintains a Facebook page as a means of reaching the community regarding
preservation-related initiatives. A few Commission members have volunteered to assist in posting material on the
Facebook page. Materials posted on the page have included weekly postings on significant architecture in Oshkosh,
links to State and National resources such as Technical Preservation Briefs, and updates on major preservation
activities and events. A number of Commissioners have expressed their interest in diversifying the Commission's
social media to include platforms other than just Facebook. The Commission believes that this will broaden their
reach with audiences of all age groups. Social media is a powerful tool by which Landmarks can update the public
on events such as workshops, featured speakers, educational efforts, etc. Efforts are ongoing to increase activity
on the Facebook page and determine programming for social media. The Landmarks Facebook page has greatly
increased the number of page followers over the past year.

The Jessie Jack Hooper House at 1149 Algoma Boulevard was designed in the 1890s by William Waters and is a contributing
structure in the district. The Commission and staff provided information on tax credit programs to the owner.
PROVIDE ASSISTANCE TO PROPERTY OWNERS SEEKING TAX
CREDITS
The Landmarks Commission and staff continued to assist property owners interested in seeking historic tax credits.
The Jessie Jack Hooper House is an example of a well-preserved William Waters home from the 1890s. The home
is a contributing structure in the Algoma Boulevard Historic District. Staff became aware of the owner's interest
in doing siding and roofing work on the house. Staff informed the owner of available state and federal tax credit
programs and invited the owner to a Landmarks Commission meeting. The owner attended the meeting and was
able to engage with the Commission. The Commission provided insight on historically sensitive methods of doing
work on a property. The Commission and staff also provided the owner with contact information for SHPO staff
who could assist in the tax credit process. With greater awareness of the tax credit programs, more property owners
are taking advantage of this preservation tool.

OTHER AGENCY COORDINATION & ASSISTANCE
Coordination and assistance to other agencies and community groups is an important aspect of the Commission's
functions. The Commission worked on a number of projects including:
• Wisconsin Association of Historic Preservation Commissions (WAHPC) - Oshkosh is a WAHPC member and
Landmarks Chair Shirley Brabender Mattox is a WAHPC board member.
• Winnebago County Historical and Archeological Society(WCHAS) -The WCHAS celebrated its 100th
anneverary in 2019. Landmarks has continued collaboration with the WCHAS on a number of initiatives,
including potential signage on the Lakeshore site.
• Menominee Nation- City staff has continued to work on next steps for engaging the Menominee Nation on the
Chief Oshkosh drafts.
• UW-Oshkosh- Steve Cummings, Shirley Brabender Mattox, and staff member Steven Wiley of Landmarks
worked with Dennis Zack, and professor Pascale Manning of UW-Oshkosh on the drafts for additional signage
near the Chief Oshkosh statue.
• State Historic Preservation Office (SHPO) - Staff has worked with the SHPO multiple times on ensuring
compliance for projects proposed on municipally owned properties such as the Grand Opera House. Staff has
also worked with SHPO and submitted the required documentation for a garage demolition at the Frank Lloyd
Wright property(Stephen Hunt II House) at 1165 Algoma Blvd.

Staff created a series of visual display boards for the State of the City event on March 9th, 2020 to educate the public and City
staff on activities of the Landmarks Commission over the past year. The Commission has continued collaboration with UW-
Oshkosh and the Menominee Nation on the creation of additional signage for the Chief Oshkosh statue.
PUBLIC OUTREACH
The Landmarks Commission goal to reach out to the community resulted in the following projects:
Citv Manager's State of the Citv Address—Staff and the Commission provided information on the Commission's
work to preserve Oshkosh's historic resources and inform residents about historic tax credits.
Historic Preservation Plan and Historic Preservation Ordinance—Efforts are ongoing for the Commission to create and
curate public input components as part of these projects. The public input provides an opportunity for residents
to voice their concerns and for the Commission to educate residents on the importance of a Preservation Plan and
Ordinance.
Website Update—improved access to information about Landmarks Commission activities, historic preservation, and
links to local and statewide resources.
Facebook Page -Maintained the Landmarks Commission Facebook page with updates about ongoing activities and
to create awareness of historic preservation. There are now over 350 followers.
Chief Oshkosh Signa - The Commission has continued its partnership with the Menominee Nation and UW-
Oshkosh on the creation of additional historic signage for the Chief Oshkosh statue by Italian sculptor Gaetano
Trentanove. On June 17th, Steve Cummings, Shirley Brabender Mattox, Dennis Zack of UWO, and Steven Wiley
went to Keshena and met with Tribal Chairman Douglas Cox and Tribal Historic Preservation Officer David
Grignon of the Menominee Nation. A major goal of the Chief Oshkosh project is to seek the input and support of
the Menominee Nation for the project.

HISTORIC PLAQUE PROGRAM
The City of Oshkosh has many historically significant residential, commercial, and institutional buildings. To
recognize these properties in the present and their place in our collective past, the Oshkosh Landmarks Commission
has continued the Historic Plaque Program to share the history of these buildings and our community.
The commission continued to promote the Historic Plaque Program to homeowners and businesses. The
Commission revised the historic plaque criteria and application in 2020 to make the criteria and application more
easily understandable for potential applicants.
Two property owners applied for plaques during the 2020 reporting period. Jeffrey Behnke of 1321 Porter Avenue
and Audrey Spanbauer of 1523 N Main Street applied for historic plaques. Mr. Behnke's application was approved
and his plaque was put into production. Ms. Spanbauer's application is pending. The plaques are bronze ovals
10"x7" or 14"x10" in size. As of 2020, over 30 property owners have applied for plaques.

The Landmarks Commission and City staff met with Toe Ferlo of the Grand Oshkosh to discuss Mr Ferlo's proposal for
updated Grand Opera House signage. Staff then worked with Mr. Ferlo's team, the SHPO Compliance Reviewer, and
pertinent City departments during the review and approval process.
REVIEWED WORK PROPOSED TO HISTORIC STRUCTURES
The commission reviewed and provided input to property owners, the State Historical Society, Plan Commission
and Common Council for work proposed to historic buildings including:
• Grand Opera House-Reviewed new signage including a blade sign, marquee, and EMC signage for the Grand
Opera House. Staff then coordinated with the Grand Opera House Foundation and SHPO Compliance
Reviewer during the SHPO Concurrence process. Installation of the signage will proceed in 2021.
• Residential Properties in Historic Districts -Reviewed/provided input and direction for work proposed to
residential properties inlcuding properties at 831 Washington Avenue and Jessie Jack Hooper House at 1149
Algoma Boulevard.

ACANTHUS AWARDS
Since 1981, the City of Oshkosh has honored members of the community that have made contributions to local
historic preservation through awarding of the Acanthus Awards. The Acanthus Awards are generally given in five
categories, although awards may not necessarily be given in each category every year. Awardees include property
owners and individuals involved in activities that have enhanced our historic and cultural resources.
Due to the coronavirus pandemic the Landmarks Commission did not present any 2020 Acanthus Awards.
However, the Commission's goal is to resume the presentation of Acanthus Awards in 2021.
