RE: Amendment to Professional Services Agreement for Sawyer Creek Floodplain
Mapping Assistance / Strand Associates, Inc. (Strand) ($8,500)
A professional services agreement with Strand for providing floodplain mapping assistance for
Sawyer Creek was reported to the Common Council on August 27, 2019. During the course of
the project, additional services were requested by City Staff.
The additional services requested include: corresponding with the City of Oshkosh (City) and
the Federal Emergency Management Agency (FEMA) after submittal of the FEMA MT-1 form,
providing up to twelve (12) elevation reviews as requested by FEMA, performing hydraulic
modeling and providing a shape file of the Sawyer Creek Floodplain without rural detention,
modifying the Sawyer Creek Rural Flood Storage District Mapping to remove structures and
accommodate landowner requests, attending and providing testimony at two (2) Winnebago
County Planning and Zoning Public Hearings, attending one (1) Joint City and County Planning
and Zoning meeting, and attending one (1) public informational meeting.
Staff has reviewed the amendment and the costs. The amount of this amendment is not to exceed
$8,500. This will raise the total agreement amount to $43,500. Funds for this project are including
in the Storm Water section of the 2017 Capital Improvement Program.
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report
regarding this professional services agreement amendment.

Dear Mr. Gierach:
This is Amendment No. 1 to the referenced Proposal.
Under Scope of Services, ADD the following:
"9. Correspond with City and FEMA post submittal of the MT-1 form.
10. Provide up to 12 elevation reviews as requested by FEMA.
11. Perform hydraulic modeling and provide a shape file of the Sawyer Creek Floodplain without
rural detention.
12. Modify Sawyer Creek Rural Flood Storage District Mapping to remove structures and
accommodate landowner requests.
13. Attend and provide testimony at two Winnebago County PIanning and Zoning Public Hearings.
14. Attend one Joint City and County Planning and Zoning meeting.
15. Attend one public informational meeting."
Under Compensation, CHANGE $35,000 to "$43,500."
Under Schedule, CHANGE December 31, 2019, to "December 31, 2020."
