PURPOSE: APPROVE ENVISION NORTH JACKSON PLAN
INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT
PLAN COMMISSION RECOMMENDATION: Approved
WHEREAS, "Envision North Jackson Plan" has been prepared by RDG Planning &
Design, with input and support provided by the community at large; and
WHEREAS, "Envision North Jackson Plan" will continue the commitment to
elevating the corridor and promote high level development in this area of the community;
and
WHEREAS, the Plan Commission has reviewed said Plan and recommended its
adoption by the Common Council.
WHEREAS, the Bicycle and Pedestrian Advisory Committee has reviewed said Plan
and recommended its adoption by the Common Council.
WHEREAS, the Traffic and Advisory Parking Board has reviewed said Plan and
recommended its adoption by the Common Council.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that "Envision North Jackson Plan", on file at the City Clerk's Office, is hereby
approved and adopted.

RE: Approve Envision North Jackson Plan (Plan Commission Recommends
Approval)
BACKGROUND/ANALYSIS
The Community Development Department is requesting approval of the Envision North
Jackson Plan, which describes the future goals and objectives for land use and development in
the plan area. The plan focuses on the area surrounding Jackson Street, north of Murdock
Avenue to Highway 41.
The Envision North Jackson Plan was developed in collaboration with consultant RDG
Planning & Design, city staff and stakeholders. Public input was received through a series of
public meetings starting in December 2019. Staff hosted the final public input meeting on
September 21s', 2020, which included approximately 30 attendees from the public.
The purpose of the plan is to provide guidance for the plan area as redevelopment
opportunities present themselves.
The plan includes:
a. Existing Conditions/Community Preferences summarizes key existing factors including
land use, zoning, and transportation. It also includes the results of a visual listening survey
that helped participants identify their preferences for possible improvements to the street
environment.
b. Markets for North Jackson includes a detailed demographic and economic analysis of the
Oshkosh market as it relates to North Jackson, and projects demand for housing and
commercial development, assuming a return to relatively normal market conditions after
the Covid crisis passes.
c. Corridor Urbanism and North Jackson presents principles developed by RDG for
rethinking urban corridors and applies these principles to the context of North Jackson.
d. Framework Plan provides an overall land use program for the corridor and then goes into
extensive, illustrated detail for land use and transportation concepts for each of four logical
character and development segments along the corridor: the Existing Corridor

Enhancement District from Murdock to Packer Avenues; Mid -Jackson from Packer to Snell
Road; North Park from Snell to Summerview Roads; and the Interchange District from
Summerview to I-41.
e. Implementation, provides three development phases to guide policy and investment in the
public realm to help catalyze the desirable growth of the corridor in ways that capitalize on
its assets.
Approval of the plan will continue the commitment to elevating the corridor and promote
high level development and design in this area of the community.
RECOMMENDATION
The Plan Commission recommended approval of the Envision North Jackson Plan as
requested at its November 17, 2020 meeting. Please see the attached staff report and meeting
minutes for more information.

GENERAL INFORMATION

Actions Requested:
The Community Development Department is requesting approval of the Envision North
Jackson Plan, which describes the future goals and objectives for land use and development in
the plan area. The plan focuses on the area surrounding Jackson Street, north of Murdock

Ms. Naudziunas presented the item. The Envision North Jackson Plan was developed in
collaboration with consultant RDG Planning & Design, city staff and stakeholders. Public input

final public input meeting on September 21st, 2020, which included approximately 30 attendees
from the public. The purpose of the plan is to provide guidance for the plan area as
redevelopment opportunities present themselves. The plan includes existing
conditions/community preferences, markets for North Jackson, corridor urbanism and North, a
Framework Plan and implementation. Approval of the plan will continue the commitment to
elevating the corridor and promote high level development and design in this area of the
community. She said staff recommends approval of the Envision North Jackson Plan as
requested.
Mr. Lyons stated that staff did have joint workshop with Council, Plan Commission, Bicycle
and Pedestrian Advisory Committee, Transit, and Traffic and Parking Advisory Board a couple
weeks back and now they're taking the pieces to each one of those boards and commissions that
are associated with the different parts of the plan. He said it will be going to Council in
December after the boards and commissions have had the chance to review their respective
elements.
Ms. Propp opened technical questions to staff.
Mr. Marshall stated that he knows that they looked at the area of Jackson Street between
Church and Murdock and it sounded like they were looking at a number of options, but it
didn't sound like they had landed on any particular option yet. He asked if someone could
explain what the next step would be for something like that if they're looking at options.
Item — Envision North Jackson
Mr. Lyons stated that Plan Commission looks at land use, so we're actually just looking at the
north side of Jackson. The traffic safety analysis went to Traffic and Parking Advisory Board last
week and they recommended approval for an option. It is going to Bicycle and Pedestrian
Advisory Committee on Thursday and they will also make a recommendation. The bulk of the
plan as well as the traffic safety study will go to Council in December. He said that the portion
we are looking at today does not include the Murdock to Church section.
Mr. Mitchell asked if the citizen participation comments are available or linked somewhere
where they can be reference for future review.
Mr. Lyons stated that all the comments they received during the public information meeting
were collected and kept. He said that they keep everything including all the documents they
receive from the public, so as projects move from planning to implementation they can go back
and address those comments if it is possible to do so.
Ms. Propp asked if there were any public comments.
There were no public comments on this item.
Ms. Propp closed public comments.
Motion by Mitchell to adopt the findings and recommendation as stated in the staff report.
Seconded by Hinz.
Ms. Propp asked if there was any discussion on the motion.
Mr. Ford stated that he wanted to thank staff for putting together a great study. He said that
Jackson is kind like the forgotten gateway to the City that doesn't get much attention, so he is
excited to see where this goes.
Mr. Hinz stated that he wanted to commend staff for putting this together. He was really happy
to see how they broke everything down by the numbers, making it clear where the City has
some shortcomings and things like having too many gas stations. It will help the commission
and staff immensely moving forward. He said the income levels on housing will help
developers know what to build and he thinks this will really help the City moving forward.
Ms. Propp stated that she wanted to reiterate the comments that other commissioners have
already made, but also state that she thinks it is one of single best plans that they have ever had
in the City, and they have had some very good plans. There is lot of meat in the plan and she
likes the way that it is linked in some respects to the Jackson traffic study. The plan is exciting
and the public input was excellent. She thanked staff for doing this.
Mr. Lyons stated that it is the first time the City has used this consultant team with RDG
Planning & Design and Ayres Asscociates. He wants to commend them for the effort they put

into making sure there was a lot of public participation and everybody was heard. He said did a
nice job and he is really happy with the document they helped produce.
