PURPOSE: APPROVE PURCHASE OF SERVICE MAINTENANCE
AGREEMENTS TO STRYKER PROCARE FOR FIRE
DEPARTMENT ($80,784.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS,the Oshkosh Fire Department has previously entered into agreements
with Stryker ProCare (Stryker's service division) under which Stryker ProCare provided
the Fire Department with annual maintenance, service, and system upgrades for the
Automatic External Defibrillators (A.E.D.'s), ECG Monitors, and LUCAS Chest
Compression Systems; and
WHEREAS, the Fire Department wishes to continue the current service
maintenance agreements for each of these products for an additional three year period;
and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to enter into
agreements for annual maintenance, service, and system upgrades for the Automatic
External Defibrillators (A.E.D.'s), ECG Monitors, and LUCAS Chest Compression
Systems for 2021-2023 with:

Portage, MI 49009
Total: $80,784.00

RE: Approve Purchase of Service Maintenance Agreements to Stryker ProCare for Fire
Department ($80,784.00)
BACKGROUND
The Oshkosh Fire Department has Stryker manufactured Automatic External Defibrillators (A.E.D.'s), ECG
Monitors, and LUCAS Chest Compression Systems that require annual maintenance, service, and system
upgrades. For warranty and safety purposes the equipment must be maintained and serviced by Stryker
ProCare (Strykei s service division). The Fire Department's current service agreement term with Stryker
expires at the end of 2020. This memo is requesting to renew these three agreements for another three years
commencing in January, 2021.
ANALYSIS
By committing to a three-year renewal term the service agreement pricing will realize a 15% savings. The cost
to service the LifePak 1000 models will be $5,997.60 per year. The cost to service the LifePak15 models will be
$13,770.00. The cost to service the LUCAS devices will be $7,160.40 per year. The total expense for these three
service agreements over three years will be $80,784.00. The maintenance costs are an expense accounted for
in the annual operations budget of the Fire Department.
FISCAL IMPACT
The total fiscal impact of this bid is $80,784.00. The expenses from this agreement will be charged to the Fire
Departments 2021 operating budget A/N#: 0100-0230-6422-0000 (Maintenance Contract Costs).
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be
made without following a formal competitive bidding process when the purchase is from only one source of
supply or when standardization or compatibility is the overriding consideration. In accordance with Section
12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common
Council approve these three, three-year service agreements for $80,784.00 with Stryker ProCare Services, 3800
E. Centre Avenue, Portage, MI 49009. If you have any questions please contact Fire Chief Mike Stanley or
