1. TIF APPLICATION RECEIVED FOR FORMER MILES KIMBALL BUILDING: Brett and
Molly Hildebrandt of YBR Properties- Miles Kimball LLC, submitted a TIF application and
application fee for the redevelopment of the former Miles Kimball building located on the
northwest corner of E. 9th Ave and S. Main Street. The developers are proposing to invest
$4.75 million dollars to convert the former industrial building into 28 apartment units and
commercial space on the first floor along S. Main Street. You may recall that Council received
a presentation on this project at the August 25 Council meeting. In addition to the private
funding from the developers, they are proposing to use a mixture of PACE financing,
permanent financing, and TIF in a form of pay-go to fund the project. Creation of the new
Tax Incremental District will be considered by the Joint Review Board, Plan Commission,
and Common Council in early 2021. If you have any questions, please contact Kelly Nieforth,

2. CALEA REACCREDITATION: The Oshkosh Police Department has completed its third
year review for CALEA (Commission on Accreditation for Law Enforcement Agencies)
compliance and has received the preliminary approval of our compliance report. The
Oshkosh Police Department is both a nationally (CALEA) and state (WILEAG) accredited
police agency. Accredited police agencies show compliance to approximately 484 standards
of professional police practices and represent the best in police services. We are one of only
approximately 600 police agencies in the U.S., Canada and Mexico to be a CALEA accredited
law enforcement agency.
3. WELCOME TO THE OPD: The Oshkosh Police Department welcomed the following
individuals during their latest virtual Police & Fire Commission meetings:
Cecelia Krause is originally from Neenah, Wisconsin, where she graduated from
Neenah High School in 2017. She will earn her Bachelor’s degree in Criminal Justice
from the University of Wisconsin – Eau Claire in December 2020. Officer Krause was
hired on May 29, 2020, as an Oshkosh Police Cadet. She completed her Wisconsin Law
Enforcement Certification through Chippewa Valley Technical College on October 14,
2020. Prior to becoming an Officer, Cecelia worked as an Office Assistant and Student
Patrol Employee at the UW – Eau Claire Police Department.
Bailey Brandner graduated from Pardeeville High School in 2017. He is currently
serving in the Wisconsin Air National Guard, where he deployed to Afghanistan and
served as an Intelligence Analyst. He is currently enrolled in the Criminal Justice
program at Madison Area Technical College where he is expected to graduate in
December. Bailey is planning to then complete his Bachelor’s degree in Criminal
Justice at UW - Oshkosh.
Michelle Griese is a graduate of Wautoma High School and is currently enrolled in
the Criminal Justice program at Fox Valley Technical College in Appleton. Michelle
also actively volunteers as an Oshkosh Auxiliary Police Officer. Before joining the
Oshkosh Police Department as a Community Service Officer, Michelle worked in a
variety of retail and service jobs.
Camilla Mevis is a 2017 graduate of Oshkosh West High School and currently resides
in Oshkosh. Previous to becoming a Telecommunications Clerk, Camilla worked as a
Medical Receptionist and CNA at Ascension and most recently worked as a Sales
Associate at Ross in Oshkosh.

5. OSHKOSH PUBLIC LIBRARY LAUNCHES NEW CARRYOUT SERVICE: The Oshkosh
Public Library will launch carryout service on Monday November 23. The new service allows
cardholders to come into the library’s main lobby during business hours and check out the
materials they have placed on hold. As an added convenience, no appointment is necessary.
To access carryout, cardholders can log into their accounts online at
https://www.oshkoshpubliclibrary.org/ to place their holds or call 236-5205. A notification
will be sent out when materials are available for carryout.
When arriving at the library, cardholders are asked to proceed to the front desk. A staff
person will retrieve their items, check them out and slide them under the plexiglass barrier.
For everyone’s safety, masks and physical distancing are required. At times, cardholders may
be asked to wait outside to limit the number of people inside the library building.
“Carryout is one more way that we can expand our available services,” said Ruth Percey,
Assistant Director for Public Services. “Getting physical materials into the hands of our
cardholders is one of our top priorities right now.”
Curbside service is still available on an as needed basis for those who would prefer
contactless pickup. Curbside appointments can be scheduled at
https://calendly.com/oshkoshpubliclibrary or by calling 236-5203.
To mitigate risk to the public, browsing the shelves will not be allowed at this time. For more

9. UPCOMING MEETINGS: Among the meetings I have scheduled for the week of
November 23 include the following: On Monday At 7:30 AM on Monday, I will be meeting
with Mayor Palmeri to go over Tuesday's Council agenda. At 5:30 PM I will be participating
in the Diversity, Equity, and Inclusion Committee meeting. At 1:30 PM on Tuesday I will be
participating in a virtual WCMA Committee meeting. As a reminder, city offices are closed
on Thursday, November 26. I will be out of the office on Friday, November 27. Therefore,
because of the short work week, there will be no newsletter next Friday. If you have any
