PURPOSE: APPROVE GREAT NEIGHBORHOODS CAPITAL
IMPROVEMENT PROGRAMS FUNDING IN THE AMOUNT OF
$25,000.00
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the Common Council approved funds in 2020 Capital Improvement
Programs (CIP) for public improvements to be undertaken as part of a Great
Neighborhoods Program; and
WHEREAS, staff is recommending the following activities and/or improvements
be undertaken 2020 CIP funds of the Great Neighborhoods Program which includes:
1) GO-Transit Bush Shelter $101000
2) Hikers Park Improvements $15,000

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that funded activities/improvements of the Great Neighborhoods Program, as
noted above are hereby approved in the amount of$25,000.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to take those steps necessary to implement said program. Money for this
purpose is hereby appropriated from:

RE: Approve Great Neighborhoods Capital Improvement Program Funding in the
Amount of $25,000.00
BACKGROUND
The Great Neighborhoods Program provides residents the opportunity to originate projects that
enhance quality of life through strategic improvements to the public realm. Projects are intended
to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided
recognized neighborhood associations and groups pursuing healthy neighborhoods the
opportunity to apply for funding to support capital improvement projects within their
neighborhoods. A total of four projects have been submitted and staff is recommending two of the
four projects for Common Council consideration at this time.
In 2019, the Common Council approved Great Neighborhoods Capital Improvement Program
Funding in the Amount of $401,244.00 (Res 19-401) and $18,550 (Res 19-612).
A description of last year's projects and the current status is listed below for your review.

In 2020, the Common Council approved $250,000 within the City's Capital Improvement
Program for the Great Neighborhoods Program.
ANALYSIS
The following projects have been reviewed by City staff and are being proposed to utilize Great
Neighborhoods Program funding. Projects are selected that help achieve the city's strategic plan
goals of improving and maintain infrastructure and enhancing the quality of life services and
assets.
Projects Recommended:
1. GO -Transit Bus Shelter
$10,000.00
The River East Neighborhood Association is requesting the installation of one bus shelter to be
added to an existing bus stop. The project will include the purchase of the shelter, installation of
the concrete base, as well as the neighborhood logo decal which is placed on the shelter window.
2. Hikers Park Improvements $15,000.00
The Sawyer -Paine Neighborhood Association has worked closely with city staff to develop this
project to help update features found in the park. Plans include trimming back tree branches and
other foliage to help the monument stand out, create a sign to tell a complete story of the
significance of The Hiker monument, add updated, ornamental lighting, install flag pole, complete
the connection of the existing walkways and add a bench. This will help implement sections of the
Comprehensive Outdoor Recreation Plan (CORP).

RECOMMENDATION
Staff is recommending approval of Great Neighborhoods Capital Improvement Program funding
in the amount of $25,000.00.
