PURPOSE: APPROVE PURCHASES OF RECTANGULAR RAPIDLY
FLASHING BEACONS (RRFB'S) FROM TAPCO FOR THE S.
WASHBURN AND W. 9TH AVENUE ROUNDABOUT
CROSSWALKS ($50,439.05)
INITIATED BY: PURCHASING DIVISION
WHEREAS,the City accepted a$65,000 donation from Winnebago County to fund
the installation of rectangular rapidly flashing beacons for the crosswalks at the S.
Washburn and W. 9t"Avenue roundabout; and
WHEREAS, the Electric Division staff secured a proposal for the required beacons
for this project from the City's standardized supplier for the City's traffic signal
equipment; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase rapidly flashing beacons for
the crosswalks at the S. Washburn and W. 9t"Avenue roundabout from:
TAPCO
5100 West Brown Deer Road
Brown Deer, WI 53223
Total: $50,439.05
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreements for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchases of Rectangular Rapidly Flashing Beacons (RRFBS) to TAPCO for the
S. Washburn and W. 91h Avenue Roundabout Crosswalks ($50,439.05)
BACKGROUND
At their October 27,2020 meeting the Common Council accepted a$65,000.00 donation from Winnebago
County to fund the installation of rectangular rapidly flashing beacons(RRFBS)for the crosswalks at the
S. Washburn and W. 91h Avenue roundabout. As part of this project the City's Electric Division is to
purchase and maintain the beacons to ensure compliance with the City's traffic signal and lighting
standards.
ANALYSIS
Electric Division staff secured a proposal for the required beacons for this project from TAPCO, the
standardized supplier for the City's traffic signal equipment.
FISCAL IMPACT
Winnebago County donated $65,000 for this project. The beacons will cost $50,439.05. The remaining
funds from this donation will be used by the Electric Division to purchase the traffic signal equipment
necessary to complete the work for this project. This purchase will be charged to A/N#: 0323-0801-4952-
06748 (Gifts&Donations).
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only
one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager,Purchasing
recommends the Common Council approve the RRFB's purchase from TAPCO, 5100 West Brown Deer
Road, Brown Deer,Wl 53223, in the amount of$50,439.05.
