NOVEMBER 10, 2020 20-441 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR 2020 WASTEWATER UTILITY TECHNICAL SERVICES/JACOBS ENGINEERING GROUP (+$52,620.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and Jacobs Engineering Group previously entered into an agreement in which Jacobs Engineering Group would provide the City with various wastewater utility technical services for the 2020 calendar year; and WHEREAS, during the performance of these services additional services were required; and NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed to enter into and take those steps necessary to implement an appropriate amended professional services agreement with Jacobs Engineering Group for additional wastewater utility technical services in the amount of fifty-two thousand six hundred twenty dollars. Gohde, Assistant Director of Public Works/Utilities General Manager DATE: November 5, 2020 RE: Approve Amendment to Professional Services Agreement for 2020 Wastewater Utility Technical Services/Jacobs Engineering Group (Jacobs) ($52,620) BACKGROUND At their December 10, 2019 meeting, the Common Council awarded an agreement to Jacobs for Wastewater Utility Technical Services for the 2020 calendar year. The services included in that agreement included,but are not limited to: Capacity,Management,Operations,and Maintenance Program and Sewer Evaluation Capacity Assurance Plan Assistance; Supervisory Control and Data Acquisition(SCADA)Support,Sewer Service Agreement Assistance;Total Maximum Daily Load (TMDL) Assistance; Air Permit Certification; and Risk Management Program and Process Safety Management Program Compliance Audit. During the performance of these services, additional services were required. ANALYSIS These additional services include: • SCADA Support - Leading the resolution of high-speed turbo blower operating and control communication issues with Sulzer(the blower manufacturer) engineers and field service technicians; removing and reinstalling operating software packages on the SCADA system server to determine whether Microsoft SQL Express 2021 can be installed and reliably support compatible operation of Wonderware and HACH WIMS; and investigating and resolving general SCADA anomalies when requested by the City. • TMDL Assistance - Providing technical engineering services in support of the City's phosphorus TMDL compliance strategy; revising past planning assumptions and technical analyses of the compliance alter-natives to assist in the development of a phased implementation strategy that may include a combination of compliance alternatives; continuing to provide technical services as requested by the City's legal team to conduct additional analyses and preparing documentation that will be included in the City's final I:\Engineering\2020 CONTRAMkjacobs 2020 W W Tech Servkjacobs CA 91 Memo-2020 W W Util Tech Page 1 of 2 Sery 11-5-20.dmx TMDL compliance plan and support the related WWTP Wisconsin Pollutant Discharge Elimination System permit settlement plan; and providing consulting services to assist with a potential water quality trading plan in collaboration with the City and potential trade partners. FISCAL IMPACT Staff has reviewed the amendment and the costs. The amount of this amendment is$52,620. This will raise the total agreement amount to $204,350 (not to exceed) and will be charged to the Wastewater Utility Operating funds approved in the 2020 Wastewater Utility Budget. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and, in accordance with Section 12-16 of the Code,I am hereby recommending the Common Council approve this amendment. Approved, Mark A. (Jacobs) will provide the following additional on-call professional engineering services under City of Oshkosh (City) Contract 2020-08, 2020 Wastewater Utility Technical Services. Task 2 — SCADA (Supervisory Control And Data Acquisition) System Support As requested by the City, Jacobs will provide software integration services to investigate and remedy wastewater treatment plant (WWTP) SCADA and collection system telemetry issues. Jacobs will prepare and submit to the City trip reports to document service requests and outcomes. Tasks requiring assistance include the following: • Lead resolution of high-speed turbo blower operating and control communication issues with Sulzer (the blower manufacturer) engineers and field service technicians. The current issues include establishing proper equipment setpoints to permit reliable blower operation over the specified performance range, confirming blower system alarms are properly triggered, adjusting the polling of system faults in the SCADA system, and troubleshooting the simultaneous operation of multiple blowers. • Remove and reinstall operating software packages on the SCADA system server to determine whether Microsoft SQL Express 2012 can be installed and reliably support compatible operation of Wonderware and HACH WIMS. • Investigate and resolve general SCADA system anomalies when requested by the City. Jacobs will perform SCADA support services both at the City WWTP, and remotely, if practical. Deliverables: One (1) electronic copy of each SCADA system service trip reports. Task 4 — TMDL (Total Maximum Daily Load) Assistance In February 2020, the City received its phosphorus TMDL limit as approved by the Wisconsin Department of Natural Resources and the United States Environmental Protection Agency. As requested by the City, Jacobs will provide technical engineering services in support of the City's phosphorus TMDL compliance strategy which currently encompasses consideration of a Multi-Discharger Variance (MDV), a water quality trading plan, and the addition of tertiary treatment to the WWTP. Given the approved limit, Jacobs will revise past planning assumptions and technical analyses of the compliance alternatives to assist in the development of a phased implementation strategy that may include a combination of compliance alternatives. Jacobs will continue to provide technical services as requested by the City's legal team to conduct additional analyses and prepare documentation that will be included in the City's final TMDL compliance 1 plan and support the related WWTP Wisconsin Pollutant Discharge Elimination System permit settlement plan. Jacobs will provide consulting services to assist with a potential water quality trading plan in collaboration with the City and potential trade partners. Jacobs will prepare meeting minutes and conversation summaries to document aspects of the phosphorus compliance planning activities for communication with the City and other stakeholders. Deliverables: Meeting summaries, technical review comments, technical analyses summary documents, and correspondence with phosphorus-compliance stakeholders. Level of Effort and Compensation The proposed level of effort and compensation for Amendment No. 1 professional engineering services is 310 hours and $52,620 as shown in Table 1.
