MURDOCK AVENUE INITIATED BY: CITY OF OSHKOSH PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the City hereby grants an electric easement at 811 E. Murdock Avenue, per the attached, and the proper City officials are authorized and directed to execute any and all documents necessary for purposes of same. Murdock Avenue (Plan Commission Recommends Approval) BACKGROUND / ANALYSIS The subject site is a 1.15 acre lot located at the southeast corner of E. Murdock Avenue and Bowen Street. The property contains the City of Oshkosh Fire Station #18 facility, detached garage and off-street parking area. Wisconsin Public Service Corporation (WPS) intends to install an underground secondary conductor that will connect to a new utility pole on the adjoining property. The new underground electric lines are necessary to serve adjacent parcels as well as the fire station property if additional services are ever needed. The proposed easement is located on the east side of the property leading from the south lot line heading north along the east lot line. The easement is proposed to be 5 feet wide by 130 feet long. The easement is subject to conditions and restrictions listed in the easement agreement. The City Attorney's Office is coordinating with the Department of Public Works and has prepared a draft of the easement documents. The signed easement agreement will be recorded at the Winnebago County Register of Deeds upon approval by the Common Council which is scheduled for October 27th. RECOMMENDATION The Plan Commission recommended approval for granting of the electric easement at its October 21, 2020 meeting. GENERAL INFORMATION Applicant/Owner: City of Oshkosh Actions Requested: The City of Oshkosh is requesting the granting of a public utility easement to Wisconsin Public Service Corporation (WPS) for underground electrical facilities at the City of Oshkosh Fire Station #18 property, 811 E. RECOMMENDATION/CONDITIONS Staff recommends approval of the granting of the proposed electric easement at 811 E. Murdock Avenue to Wisconsin Public Service Corporation as proposed. The Plan Commission approved of the easement as requested. The following is the Plan Commission's discussion on this item. Site Inspections Report: No commissioners reported visiting the site. Staff report accepted as part of the record. Murdock Avenue. Mr. Nan presented the item and reviewed the site and surrounding area as well as the land use and zoning classifications in this area. Mr. Hinz opened technical questions to staff. There were no technical questions on this item. Mr. Hinz asked if there were any public comments. There were no public comments on this item. Mr. Hinz closed public comments. Motion by Ford to adopt the findings and recommendation as stated in the staff report. Seconded by Mitchell. Mr. Hinz asked if there was any discussion on the motion.
