Ms. Richey called the meeting to order at 8:03 a.m. B.) PRESENT: Sue Ashton; Heidi Basford-Kerkhof; Julie Kiefer; Ron Duerkop; Judy Richey; Xandy Kloeckl; David Chapman; Julie Davids; Deb Allison-Aasby EXCUSED: Lurton Blassingame; Julie Maslowski ABSENT: STAFF: Jean Wollerman, Senior Services Manager; Bobbie Luft, Activities Coordinator C.) APPROVAL OF MINUTES: February 4, 2020 minutes approved as written. Mr. Duerkop moved to accept the minutes as written, Mr. Chapman seconded. Motion carried to accept the minutes as written. D.) Citizens Statements-Mrs. Bryn Ceman, Aging & Disability Resource Center (ADRC) Program Supervisor explained they have been doing several outreach events, in January they did no less than ten. Melissa from ADRC helped several with the Power Of Attorney at the Oshkosh Seniors Center (OSC); Employee Business Expo was great and many connections were made; January 2020 Welcome to Medicare presentations went well and were presented by the Benefit Specialists, Joan Jaworski presented at the OSC and Julie Nicks presented at the Library in Neenah; ADRC tries to reach many avenues of the media coverage, Facebook, website and various newspapers; other programs were held with the Warming Shelter, Coffee Talk and at the OSC Eat & Greet, these events have been very successful. Mrs. Ceman stated that in February, in an effort to promote the Winnebago County Nutrition Program mealsites, the ADRC worked with ADVOCAP (program administering agency) staging a Valentines Luncheon at the Menasha mealsite which was attended by 40 participants. She noted the meals are at a low cost and nutritious. She explained their ADRC pamphlets are now done in Spanish, Hmong and other languages th and they are hoping to be a part of the Unity of Community, April 5. She stated they have been working with Census and have electronic material and fact sheets regarding individuals with disabilities as well as elderly individuals to encourage their participation. E.) NEW BUSINESS: Julie Davids, Home Health Care; presented on Brain Fitness, see attachment A- Brain Fitness; Brain Fitness is also known as Cognitive Therapy. Mrs. Davids explained a person should do 5-15 minutes of brain exercises per day, the exercise must be 1. New 2. Challenging and 3. Fun. She stated there are five parts to the brain-1. Executive Functioning, thinking part of the brain, judgements, steps to take to get to an end result. 2. Attention. 3. Language, the ability to communicate. 4. Visual Spatial Perception, ability to accurately see one object next to the other. 5. Memory. She announced the YMCA will hold the Brain Fitness program April 14 through May 19, 15 pm to 1:15 pm. Mr. Duerkop questioned how it works with participants at various levels. Mrs. Davids explained there are usually 12 participants and all are around the same cognitivelevel. She stated more progressed participants needmore of a one on one setting. She stated at the YMCA most participants have a healthy brain or are newly diagnosed. A video on Census importance was viewed: it is important because the numbers help with future funding for services, jobs and how many representatives the state is allowed. Individuals can fill out census information on-line, by phone or mail the information sheet through United Stated Postal Services. F.) OLD BUSINESS: a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton Blassingame-Mrs. Keifer announced the neighborhood association now has a trailer for th use during block parties; rehabbing a house on Fankfort and July 7 will be Neighborhood Night at the Leach Tuesday night concert. b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-Ms. Richey stated there is a new cab service in the City, Star Transportation LLC. See attachment B- Star Transportation. Mrs. Richey stated The Department of Health Services has issued its intent to award Veyo, LLC a contract to manage non-emergency medical transportation (NEMT) services for eligible Medicaid and BadgerCare Plus members. See attachment C-Veyo LLC. c) Create Community Design & Policy that supports an Age Friendly community-Jean th Wollerman- Mrs. Wollerman stated the next meeting for their group will be March 13. She stated she had attended a meeting regarding the Falls Prevention and it was great and there will be good things to come in the future. d) Improve Communication and Visibility of Available Services to Seniors-Ron Duerkop- Mr. Duerkop provided several pieces of information related to pending legislation in the State Senate/Assembly noting that all have received positive bi- partisan support and are likely to be taken up in the March 24-26 Floor Session: see Attachment D- AB 479, expediting criminal proceedings when a victim or witness is an elder person (age 60); Attachment E-AB 480, increased penalties for crimes against elder persons; restraining orders for elder persons; freezing assets of a defendant charged with financial exploitation of and elder person; sexual assault of and elder person; and physical abuse of and elder person; Attachment F- AB 481, financial exploitation of vulnerable adults; Attachment G - AB 482, financial exploitation of vulnerable adults with securities accounts; Attachment H-Wisconsin Drug Pricing Bill to Lower Prescription Prices; Attachment I-Medicare Advantage Plan Advertising, open enrollment from Jan March 31 for those with Medicare Advantage Plans; attachment J-Spousal Impoverishment Standards for 2020 e) G.) OTHER BUSINESS: Discussion and information pertaining to scams targeting senior citizens- Ms. Richey explained there are smoke alarms that sound for the hearing impaired by having lights or shaking the bed. She stated Red Cross installs them. Mrs. Basford-Kerkhof reminded everyone to change the batteries on smoke alarms during daylight savings, which will take place this coming weekend. Mr. Duerkop stated AB 786 Guardian Training passed the State Assembly 99-0 on 2/20/2020 see attachment K- AB 786 Guardian Training L-IRS Imposter Scam Mr. Duerkop shared spoofing legislation Senate Bill 132 providing a penalty for spoofing Caller ID numbers. See attachment M-Spoofing Ms. Richey explained the crisis closet through OPD. See attachment N- Community Crisis Closet Ms. Richey shared information pertaining to Heroes of Oshkosh see attachment O-Heroes of Oshkosh th Ms. Richey reminded everyone Monday, March 9 is the State of the City and the Committee on Aging will have a booth and all members are encourage to attend. Gyldenvand from the Winnebago County Health Department discussing isolation and loneliness th Mrs. Allison-Aasby stated April 5 will by Unity in Community from 12-4 at the Oshkosh Convention Center Mrs. Ashton reported on the Corona Virus: 105 cases in 13 states; hit China two months ago and is finally declining in cases; the deceased are mostly the elderly 50+ that have had chronic illnesses, 80% of those infected have recovered, 6 deaths in Washington State, masks are not appropriate unless you are sick, Madison and Milwaukee can test for Corona, what helps: stay home if you are sick and wash hands with regular soap for 20 seconds and dry well. She stated in 2019 16,000 died from the flu and 20 million were in infected. H.) ADJOURNMENT: Mrs. Kiefer moved to adjourn at 9:15 am, Mrs. Basford-Kerkhof seconded, motion carried to adjourn at 9:15 am.
