OSHKOSH COMMITTEE ON AGING (COA) MINUTES
September 1, 2020
A.) Ms. Richey called the meeting to order at 8:00 a.m.
B.) PRESENT: Sue Ashton; Ron Duerkop; Judy Richey; Xandy Kloeckl; Deb Allison-Aasby;
Julie Maslowski; Julie Davids; Lindsay Christian
EXCUSED: Heidi Basford-Kerkhof; Julie Kiefer
ABSENT:
STAFF: Ray Maurer, Parks Director; Jean Wollerman, Senior Services Manager; Bobbie
Luft, Activities Coordinator
MOMENT OF SILENCE IN REMEMBERANCE OF LURTON BLASSINGAME
Ms. Richey welcomed Lindsay Christian as an alternate to the Committee. She also,
Committee. Ms. Richey announced there is an alternate position still open.
C.) APPROVAL OF MINUTES: March 3, 2020 minutes approved as written. Mr. Duerkop
moved to accept the minutes as written, Mrs. Kloeckl seconded. Motion carried to accept
the minutes as written.
D.) NEW BUSINESS:
a. Heather Cherry, ADRC/Adult Protective Services Worker provided a presentation (See
Attachment A) Mrs. Maslowski questioned if referrals were being submitted through
Law Enforcement Agencies; Ms. Cherry replied yes all of the time, referrals come from
all over. She stated the struggle is with the victim because of their unwillingness to
discuss any concerns or issues. She stated they try to make is so the victim and the
caretaker are separated and then have a conversation. She explained they work with
community resources to keep the individual in their own home and provide rules to
follow to keep them safe. She explained they look at bank records and have the ability
to have a competency evaluation completed, they review everything overall when
making decisions. Ms. Cherry stated the importance of doing a guardianship, while
continuously working with family or caregiver.
b. Brenda Doolittle, Supervisor Forensic Program, Aurora Health Care, Elder Abuse
provided a presentation (See Attachment B), some photos in the presentation have been
removed) Ms. Doolittle stated unfortunately elder abuse is a growing problem. She
explained there is a need for new clothes, bras are lacking, yoga pants and t-shirts work
well as they are comfortable. Mr. Duerkop questioned if there was any thought that
the increase in numbers was due to covid. Ms. Doolittle replied, her thought is that the
awareness is in the community is bringing more patients in.
c. Election of Officers: MOTION: ACCEPT NOMINATION OF OFFICERS: CHAIR-JUDY
RICHEY, NOMINATED BY (MRS. MASLOWSKI, SECONDED BY MR. DUERKOP,
CARRIED; ALL IN FAVOR).
ACCEPT NOMINATION OF VICE-CHAIR, NOMINATED BY (MRS. MASLOWSKI,
SECONDED BY MRS. KLOEKL, CARRIED: ALL IN FAVOR).
d. Presidential Election information-absentee ballots/early voting: (See Attachment C) Ms.
Richey explained that absentee ballots had been sent out for the August election and
that it had been very successful. She provided the web site to request and check on the
status of ballots; Myvote:wi.gov/en-us Ms. Richey, Mrs. Kloeckl and Mr. Duerkop
stated they all had trouble with receiving the ballot or receiving the ballot in a timely
fashion with the spring election, they all encouraged using the drop box at City Hall
rather than the postal service. Mr. Duerkop stated the Wisconsin Election Commission
would be sending out 2.6 million letters to registered voters in Wisconsin, explaining
options for voting and they will include and absentee ballot request form. (See
Attachment D)
e. Ms. Richey announced that Sunnyview Expo Center was open for a week for Covid
testing, hours were 8 am to 4 pm. She stated anyone with or without symptoms could
be tested. (See Attachment E)
f. Ms. Richey announced there will be a Farmers to Families Food Box program which
has been extended into September. Mr. Maurer explained the Parks Department was
contacted o consider hosting the program at Menominee Park On Mondays in
September. He explained the route and that it was a drive through. (See Attachment
F)
E.) OLD BUSINESS:
a. Ms. Richey announced that Mayor Palmeri presented a proclamation accepted by
Council Member Allison-
F.) OTHER BUSINESS:
a. Discussion and information pertaining to scams targeting senior citizens- Mr.
Duerkop encourage all to use reliable resources and be aware of many scams.
(See Attachment G)
b. Ms. Richey stated Scammers are now going to the home of individuals to pick up
payment. (See Attachment H)
c. Ms. Davids stated scammers have attacked college students, regarding loans, they
send so much money and the rates will decrease.
d. Silver Linings: the good happening in the community during the pandemic-Mrs.
Maslowski explained her facility was delivering
birthday the employee too her an iris from her garden. She stated had the pandemic
not happened, they would not have made the connection with the lady and the iris.
e. Ms. Richey stated there is an opening for an alternate on the committee; the alternate
can participate and will vote in the absence of a regular member. She stated to
contacted the City Website if interested.
G.) ADJOURNMENT: Mr. Duerkop moved to adjourn at 9:12 am, Mrs. Maslowski
seconded, motion carried to adjourn at 9:12 am.
