PURPOSE: AWARD BID TO INTERSTATE PUMP & TANK FOR
UNDERGROUND FUEL TANK REPLACEMENT FOR THE
TRANSPORTATION DEPARTMENT ($323,765.51)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for
underground fuel tank replacement for the Transportation Department; and
WHEREAS,upon the opening and tabulation of bids, it appears that the following
is the most advantageous bid:

WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bids are hereby accepted and the proper City officials are hereby
authorized and directed to enter into appropriate agreements for the purpose of same, all
according to plans, specifications, and bids on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Interstate Pump & Tank for Underground Fuel Tank Replacement for the
Transportation Department ($323,765.51)
BACKGROUND
The City installed two diesel fuel 12,000-gallon capacity underground storage tanks (UST) at the GO
Transit Maintenance Facility in approximately 1980. While these UST's are still in use today for refueling
GO transit vehicles, because of their age it is recommended they be removed and replaced. It is
anticipated that our insurance deductible will decrease from $250,000 to $10,000 and our insurance
premium will go down $3,500 per year by replacing this fuel system. The project scope for this project
is to decommission the two USTs and associated fuel system and install one 12,000-gallon capacity tank
and a new fuel system. The new tank and fueling system would be installed in compliance with current
standards to reduce insurance premiums and deductibles as well to reduce spill risk. This project will
also ensure the Transportation Department facilities maintain a state of good repair as required by the
Federal Transit Administration. Due to the complexity of this project and the state and federal
regulations associated with underground fuel tank removal/installation, the decision was made to
engage AECOM to coordinate the engineering services for this project.
ANALYSIS
Working in conjunction with AECOM and Transportation Department personnel, Purchasing reviewed
and prepared bid specifications for the replacement of the underground tank(s). The scope of work for
this bid includes the removal of the current fueling system, the installation of a new fuel system that
meets all current standards as well as the removal of any impacted soil and the installation of clean
backfill. AECOM services include bid specifications, project management and submittal review, field
documentation, review of Davis Bacon wage compliance and project documentation. Bids were due
September 29, 2020. The bid tab is attached. After reviewing the bids it is the consensus of AECOM and
staff that the low bid from Interstate Pump & Tank met the minimum bid specifications.
FISCAL IMPACT
This project was allocated $200,000 in the 2020 CIP with $160,000 being covered by a federal grant and
$40,000 locally. However, as the project evolved and the full complexity of the project scope and
regulations became clear, it was deemed necessary that we engage the technical expertise of AECOM to
coordinate the engineering services, bid specifications and project management. The fiscal impact of this
bid is $323,765.51 that combined with AECOM fees of $52,655, brings the total fiscal impact for this

project to $376,420.51. The Transportation Department was able to amend the initial federal grant
request to still cover 80% of the project cost. The additional local share of $35,284.10 will be transferred
from completed transit projects that were underspent. This award will be charged to AIN#: 0322 1728
7204 63015 (Fuel Tank Replacement).
RECOMMENDATION
AECOM and City staff recommend the bid for this project be awarded to Interstate Pump & Tank for
$323,765.51. If you have any questions about this project please contact Transportation Director Jim
