FOR BOILER REPLACEMENT FOR THE SAFETY BUILDING ($166,900.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for boiler replacement for the Safety Building; and WHEREAS,upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: HURCKMAN MECHANICAL INDUSTRIES INC. 1450 Velp Ave Green Bay, WI 54303 Total Bid: $166,900.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bids are hereby accepted and the proper City officials are hereby authorized and directed to enter into appropriate agreements for the purpose of same, all according to plans, specifications, and bids on file. Money for this purpose is hereby appropriated from: Acct. No. 0323 0130 7214 63035 HVAC/Roofing Replacement Program Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon G. Urben, General Services Manager DATE: October 5, 2020 RE: Award Bid to Hurckman Mechanical Industries Inc. for Boiler Replacement for the Safety Building ($166,900.00) BACKGROUND The Facilities Maintenance Division works closely with our HVAC engineer from McMahon & Associates to regularly monitor, update and prioritize the annual HVAC Replacement Schedule for our building's HVAC equipment. The 2020 CIP Roofing/HVAC CIP was allocated $500,000.00. The next project priority is to replace the four boiler units at the Safety Building. These boilers are 16 years old, only 90% energy efficient and in recent years, have had multiple breakdowns and outages. Due to their age, high repair costs and staff's lack of operational confidence in them, McMahon and City staff recommend these four, one million BTUH boilers be replaced with two, two million BTUH boilers that are 96.1% energy efficient. Because of the higher energy efficiency of these new units McMahon estimates the City will realize a Focus on Energy rebate of approximately $12,000.00 upon project completion. ANALYSIS Working with McMahon and Facilities Maintenance staff, Purchasing prepared bid specifications for this project. The bid was advertised in the local newspaper. Bids were due October 2, 2020. The bid tab is attached. It was the consensus of McMahon and City staff that the Hurckman Mechanical Industries, Inc. bid met all the minimum bid requirements. FISCAL IMPACT The fiscal impact of this bid is $166,900.00. This bid, added to McMahon's engineering fee of $12,000 brings the total fiscal impact of this project to $178,900.00. The 2020 Roofing/HVAC Fund has been allocated $500,000.00. With the inclusion of this project and factoring in current/pending projects, the HVAC/Roofing CIP Fund has sufficient funds for this project. This project will be charged to A/N#: 0323 0130 7214 63035 (HVAC/Roofing Replacement Program). RECOMMENDATION Purchasing recommends the Common Council award this bid to Hurckman Mechanical Industries, Inc. for $166,900.00. Respectfully Submitted, Approved: Jon G.
