RE: Professional Services Agreement with FEI for Diversity, Equity and Inclusion
Consulting Services ($23,000)
BACKGROUND
As part of the 2020 operating budget process, Human Resources submitted a budget
enhancement request to Council with the intent to fund city membership in the Government
Alliance on Race and Equity (CARE), and organizational assessment, diversity planning, and
diversity & inclusion training. Although the request was favorably received by Council, the
decision was made to postpone funding this request until residual funds could be identified
from the 2019 Operating Budget.
As a result of the adoption of Ordinance 20-255 on June 91h, 2020 establishing a Diversity,
Equity, and Inclusion Committee, the desire to extend membership resources from the city
membership in GARE to members of the newly formed committee, and the availability of 2019
Operating Budget funds, staff reintroduced this budget request for Council consideration,
which was passed unanimously by Council at their June 23, 2020 meeting.
ANALYSIS
The RFP was issued on June 26, 2020 and was due on July 29, 2020. The RFP was sent to seven
DEI consulting firms that expressed interest in this project. The RFP was also posted on
DemandStar and in the newspaper. Several firms submitted proposals. Staff from Human
Resources evaluated the proposals against the stated criteria within the RFP. Based on this
review, it was the consensus of the evaluation team that the proposal from FEI best addressed
all the RFP criteria. In consideration of the review findings, it was the consensus of the
evaluation team that FEI provided the best solution to address the scope of work requested in
the RFP. Additionally, follow up on FEI's references indicated a very high level of satisfaction,
professionalism and completeness.

FISCAL IMPACT
The total fiscal impact of FEI's cost proposal is $23,000. The Common Council allocated $25,000
in the 2020 Human Resources operating budget for membership, organizational: assessment,
diversity planning, and diversity & inclusion training. This project will charge $20,000 to A/N#:
0100-0040-6401-40080 with the remaining amount ($3,000) to be charged to A/N#: 0100-0040-
6460-40080.
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature, including consulting services, may be procured without the use of
competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am
hereby submitting this report regarding this renewal of services. Please contact me or Assistant
