HomeMy WebLinkAbout06. 20-395 SEPTEMBER 22, 2020 20-395 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO BAYCOM FOR FIRECOM EQUIPMENT FOR THE FIRE DEPARTMENT ($57,410.00) INITIATED BY: PURCHASING DIVISION WHEREAS,the City of Oshkosh has heretofore advertised for bids for the installation and integration of Firecom equipment with existing Motorola equipment on the Fire Department vehicles; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the only bid that meets the minimum bid specifications: BAYCOM 2040 Radisson Street Green Bay, WI 54302 Total Bid: $57,410.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of the same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: September 15, 2020 RE: Award Bid to Baycom for FireCom Equipment for the Fire Department ($57,410.00) BACKGROUND The risk of COVID-19 being spread from person to person increases through face-to-face communication, particularly in noisy environments. To minimize the spread of COVID-19 within their vehicles the Fire Department is seeking to install headsets in all seven front-line fire apparatus to allow for uninterrupted communication between firefighters while responding to incidents and in the training environment. As this equipment would mitigate and/or prevent the spread of COVID for Fire personnel, it was determined this equipment would qualify for purchase under the Routes to Recovery funding received by the City. Given this project requires the installation and integration of Firecom equipment with existing Motorola equipment on the Fire Department vehicles, only certified Motorola and Firecom suppliers/installers can bid on this project. ANALYSIS Working with Fire personnel, Purchasing prepared bid specifications for this equipment. Bids were sent to the two Motorola certified firms authorized within Wisconsin to provide and install Firecom equipment. Bids were due September 15, 2020. The bid tab is attached. Staff reviewed the sole bid received and confirmed it met the minimum bid specifications. FISCAL IMPACT The City of Oshkosh received $1,092,523 in Federal Routes to Recovery Funding for COVID-19 prevention, mitigation and recovery. The total fiscal impact for this bid is $57,410.00. This purchase will be charged to A/N#: 0100-0914-6401-11101— Contractual Services. RECOMMENDATION Purchasing recommends the Common Council award this bid to Baycom for $57,410.00.
