PURPOSE: APPROVE PROFESSIONAL SERVICES PROPOSAL TO
SMITHGROUP FOR PHASE 1 INITIAL DEVELOPMENT OF
LAKESHORE PARK FOR THE PARK DEPARTMENT ($164,000.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore solicited proposals to obtain
architectural and engineering services for architecture, civil engineering, landscape
architecture, ecological, site and building structural engineering,
mechanical/electrical/plumbing engineering and permitting services; and
WHEREAS, upon the opening and tabulation of the proposals, it appears that the
following is the most advantageous proposal:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said proposal is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,
all according to plans, specifications, and proposal on file. Money for this purpose is
hereby appropriated from:

RE: Approve Professional Services Proposal from SmithGroup for Phase 1 Initial
Development of Lakeshore Park for the Park Department ($164,000.00)
BACKGROUND
The 2020 Parks Department CIP included $2,000,000 for the city to begin the initial development of Phase
1 of Lakeshore Park. These funds are proceeds from the sale of a portion of the former Lakeshore Golf
Course. At their February, 2020 meeting, the Advisory Park Board agreed with staff that this initial
portion of phase 1 development should focus on the four -season building, public plaza area and parking
as approved in the Lakeshore Park Master Plan. Purchasing and Parks Department staff solicited an RFP
to obtain architectural and engineering services from a qualified firm for all required architecture, civil
engineering, landscape architecture, ecological, site and building structural engineering,
mechanical/electrical/plumbing engineering and permitting services.
ANALYSIS
The RFP was issued on July 2, 2020 and was due on August 6, 2020. Thirteen firms submitted proposals.
Staff from Parks, Community Development/Planning and Engineering/DPW reviewed and evaluated
the proposals. The evaluation team reviewed all proposals against the stated criteria within the REP.
Based on this review, it was the consensus of the evaluation team that the proposal from SmithGroup
best addressed all the RFP criteria, excelling among all proposers in terms of their prior experience with
waterfront park facilities, expertise of their in-house staff and their familiarity with the site and
community from their work on the Lakeshore Park Master Plan. In consideration of the review findings,
it was the consensus of the evaluation team that SmithGroup provided the best solution to address the
scope of work requested in the RFP. Follow up on SmithGroup's references indicated a very high level
of satisfaction, professionalism and completeness.
FISCAL IMPACT
The Common Council approved $2,000,000 in the 2020 Parks Department CIP for the initial development
of phase 1 of Lakeshore Park. These funds are proceeds from the sale of a portion of the former Lakeshore
Golf Course. The total fiscal impact of SmithGroup's cost proposal is $164,000.00. This project will be
charged to A/N#: 0325-0610-6401-62001 — Contractual Services.

RECOMMENDATION
Section 12-16 of the Municipal Code provides that subject to approval of the City Manager, the City may
enter into professional service agreements without following a competitive bidding or quotation process.
In accordance with Section 12-16, Purchasing recommends that the Common Council approve the
proposal submitted by SmithGroup, 44 E. Mifflin Street, Suite 500, Madison, WI 53703, for $164,000.00.
