Box 1130 Oshkosh, WI 54903-1130 920.236.5002 http://www.ci.oshkosh.wi.us DATE: September 11, 2020 TO: Honorable Mayor and Common Council FROM: Mark Rohloff, City Manager SUBJECT: Weekly Newsletter 1. DNR RESPONDS TO WASTEWATER UTILITY REPORT: Each year the Wastewater Utility completes a report for submission to the Department of Natural Resources (DNR) called the Compliance Maintenance Annual Report (CMAR). This report summarizes wastewater treatment system operation and maintenance information for the previous year. It is designed to be used as tool to evaluate permit compliance, identify areas in need of improvement for continued permit compliance, and as a way to communicate Wastewater Utility performance to the governing body. This report is submitted to the City Council for review and approval before being submitted to the DNR. The Utility scored a grade of A in all categories for 2019. The following is the DNR CMAR Overall Response received on Sept 9th from Mark Stanek the DNR reviewer: “Outstanding CMAR score for 2019! The improvements that have been made to the collection system are showing very positive results. We have had way above average precipitation in 2019 and the first half of 2020 and the city has not had a bypass or any extreme peak flow events. Meanwhile, neighboring large cities comparable to Oshkosh have experienced many bypasses and some treatment system overflows. I have quite a bit of confidence in the staff at the Wastewater Treatment Facility. I trust their management skills and decision making and I truly believe they have the best interest of the taxpayers and sewer users of this treatment facility. I am always impressed when working with the staff at the treatment facility. I am mostly impressed with the maintenance projects that are being completed and the work that is being done to extend the useful life of the treatment processes. I appreciated the open lines of communication! Keep up the good work!” If you have any questions on the CMAR or compliance programs related to the Wastewater Utility please contact Public Works Utility Operations Manager Steve Brand. 2. PHOTO CONTEST AND VIRTUAL EXHIBIT: The Oshkosh Public Library invites teens and adults to submit original photos that reflect your interpretation of shelter. In the wake of the COVID-19 health crisis, shelter conjures up images of both physical structures and sacred places of emotional refuge. You can take shelter at home, in nature, in books, in your Weekly Newsletter personal beliefs, or in the company of loved ones. Use your camera and creativity to tell the story of life during a global pandemic. Prizes will be awarded in multiple age groups and a virtual exhibit will be displayed on the library website. Entries will be accepted through October 16. Find rules and details about two companion photography programs at https://www.oshkoshpubliclibrary.org/. Many thanks to our sponsor, Camera Casino. 3.
