RE: September 14, 2020 Meeting
1. Presentation by City Attorney’s Office on open meetings, public records, ethics,
rules of order and responsibility of the Board
Now that we have the new board members seated and the election of officers taken
care of, staff from the City Attorney’s office will attend the meeting to present
information on open meetings, public records, ethics, rules of order and responsibility
of the Board.
2. Discussion of William Waters Plaza planned improvements
Alexa Naudziunas, Associate Planner with the City’s Planning Division, will be in
attendance to share improvements planned for William Waters Plaza which is the
public space across the street from the Oshkosh Library. Alexa has been leading this
project along with parks staff, library staff, the River East Neighborhood Association,
MSA Professional Consulting Services and other interested citizens. Various
landscaping improvements have already been made to the area and the group is now
working on designing a gazebo to be constructed next year. Here is a link to the entire

3. Discussion of Gateway Signage for Miller’s Bay Neighborhood Association
Alexa Naudziunas, Associate Planner with the City’s Planning Division, will be in
attendance to share information on gateway signs that city staff has discussing and
working on with the Miller’s Bay Neighborhood Association. The neighborhood
association developed a Neighborhood Streetscape Vision Plan a few years ago that
included gateway signage as you enter the neighborhood. One of the locations
suggested in that plan for a sign is in Menominee Park near the pump station located
by Nevada Avenue. Included in your packet is the preliminary design that is being

considered for the signs, specifically the one being considered for Menominee Park.
As this sign will potentially be located in the park, staff wanted to present the
information as well as get input from the Board on the design.
