BE IT RESOLVED by the Common Council of the City of Oshkosh as follows:
That sidewalks and handicap ramps be constructed according to the established
grade pursuant to Section 66.0907 of the Wisconsin Statutes, and the ordinances of the
City of Oshkosh on the following locations:

BACKGROUND
Per State Statutes, the Common Council is required to pass a resolution which approves the locations desired
for the installation of new public sidewalk. Emphasis for these installations has been curb/gutter streets so that
grading work can be minimized. Additionally, the City had an inquiry as to when sidewalks will connect this
area to the sidewalks on West 201h Avenue.
ANALYSIS
The 2020 program is proposed to install sidewalk and any necessary handicap ramps on the south side of West
Waukau Avenue, from Bellfield Drive to 460' west of South Washburn Street. This section will complete the
sidewalk installation in these blocks, improving pedestrian access. This sidewalk is the start of a larger initiative
to connect this part of the City to the rest of the City for safer pedestrian access. Moving forward, as funding
allows, this sidewalk would connect to South Washburn Street and then also to West 20w Avenue.
FISCAL IMPACT
Funding is included in the 2020 Capital Improvement Program. Property owners are charged for 100% of the
sidewalk construction expense abutting their land and the City pays for handicap ramp installations at
intersections.
RECOMMENDATIONS
I recommend approval of the resolution.

RE: Supplemental Information Regarding Installation of New Sidewalk along
West Waukau Avenue — Bellfield to Washburn
BACKGROUND
At the August 12, 2020 Common Council Meeting, Council requested additional information
regarding the installation of new sidewalk along the south side of West Waukau Avenue, and
how this sidewalk would connect to the larger City-wide sidewalk network. The resolution
ordering the installation of sidewalk along West Waukau Avenue was laid over at this meeting,
and at the subsequent August 25, 2020 meeting as well, to allow staff time to gather the
information requested by Council.
Attached to this memo is a list of properties and their estimated costs for the installation of the
new sidewalk. At this time, sidewalk is proposed only on the south side of West Waukau
Avenue, but costs for both of the north and south sides are provided for reference, since Council
expressed an interest in knowing more about the potential of sidewalk installation on the north
side of West Waukau Avenue.
During the August 19, 2020 Bicycle and Pedestrian Advisory Committee meeting, the Committee
revisited the original recommendation to install sidewalk along the south side of West Waukau
Avenue. Staff explained the desire to develop a long-term plan for connecting this section of the
City to the greater transportation network, specifically with sidewalks. After a long discussion,
the Bicycle and Pedestrian Advisory Committee reaffirmed their recommendation to install
sidewalk on the south side of West Waukau Avenue from Bellfield Drive to Washburn Street.
This sidewalk will connect the Village Green Subdivision and the Hunter's Ridge Developments
on the south side of West Waukau Avenue with South Washburn Street with a future connection
to the greater City-wide sidewalk system. The proposed sidewalk connection from Bellfield
Drive to White Tail Lane provides a safe and reliable connection between the three (3) streets and
ultimately, the hotel at the intersection of West Waukau Avenue and South Washburn Street. As
development occurred on the south side of West Waukau Avenue, the sidewalk
ramps/connections to the street were installed.
The existing infrastructure provides an easy connection to each of the respective streets. As a
long- term objective, City staff anticipates the need to install sidewalk on the north side of West
Waukau Avenue to assist with the four (4) Route 9 bus stops that are located along the north side
of West Waukau Avenue. However, in 2019, an average of only 1.67% of all of the stops on Route
9 occurred along West Waukau Avenue. For these reasons, City staff supports the
recommendation of the Bicycle and Pedestrian Advisory Committee for installing sidewalk along
the south side of West Waukau Avenue.
ANALYSIS
City staff dedicated time to develop various routes and costs for connecting the proposed
sidewalk along West Waukau Avenue to the rest of the City-wide sidewalk network. Attached
is a map showing cost estimates to install sidewalk on one (1) side of the street on various street
segments within the area. The Bicycle and Pedestrian Advisory Committee has long wanted a
connection across Interstate 41 on State Road 44 from South Koeller Street to South Washburn
Street. While this is a substantial connection, it has significant grading challenges and a new
retaining wall would likely need to be built to accommodate new sidewalk. The project plan for
TID 37 (Mineshaft) included infrastructure costs within a half (1/2) mile of the district boundaries,
of which the sidewalk connection from South Koeller Street to South Washburn Street qualifies.
It is currently estimated the TIF would not have adequate increment to fund this sidewalk
connection until 2029 or 2030.
The Bicycle and Pedestrian Advisory Committee indicated the City would benefit from installing
sidewalk along South Washburn Street from West 201" Avenue to West Waukau Avenue to
connect the businesses and industry. City staff and Committee opinions were consistent prior to
a more detailed analysis of the area. After further analysis, the South Oakwood Road connection
poses more short-term benefits by connecting largely residential areas with the industrial parks
along Badger Avenue and Atlas Avenue. There is the potential for additional large residential
developments along or very near to the Oakwood Road corridor. The South Oakwood Road
sidewalk also has its challenges as staff will need to coordinate with the Office of the
Commissioner of Railroads to install an at -grade pedestrian crossing of the Wisconsin and
Southern Railroad. The South Oakwood Road crossing is an uncontrolled railroad crossing,
meaning there are no gates nor signals. The at -grade pedestrian crossing will require the
installation of new gates and signals. As costs to install any of the railroad equipment are
unknown at this time, an estimate of $50,000 was added to each segment where a new crossing
would be installed.
The implementation timeline of the potential connections to the proposed West Waukau Avenue
sidewalk is dependent on when funding can be allocated to this project. Currently, the Capital
Improvement Program (CIP) allocates approximately $70,000 per year for new/ordered-in
sidewalk.
If this amount stays as is, it could take an estimated eight (8) to twelve (12) years to make the
connection to the larger City-wide sidewalk network. Allocating additional funding, or securing
additional funding sources, such as grants, or utilizing TIF money, could reduce that timeframe.
The Bicycle and Pedestrian Master Plan (adopted 2019) is guided by the Six Fs: Education,
Encouragement, Enforcement, Engineering, Evaluation, and Equity. The Six E's reinforce the
reasoning behind any alternative transportation option. Of these six (6) guiding principles, equity
may be the most important to consider for this section of proposed sidewalk. Ultimately, this
route will connect an employment hub to areas with existing and proposed housing
concentrations. Staff believes the goals of the Bicycle and Pedestrian Master Plan are being
achieved with this proposed sidewalk. Installing sidewalks in this area may relieve residents
from vehicle dependency, allowing them to travel between housing and employment in a safe,
healthy, and affordable way.
