HomeMy WebLinkAbout08. 20-386 SEPTEMBER 8, 2020 20-386 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: REASSIGN POLLING SITE FOR DISTRICT 9 INITIATED BY: CITY CLERK WHEREAS, the Oshkosh Area School District (OASD) has requested the City change the polling site for voting district 9 currently located at Alberta Kimball Auditorium, 435 N. Eagle Street, within the City of Oshkosh; and WHEREAS,Father Carr's Place 2B has authorized the use of their facility for the purpose of conducting elections in voting district 9 in the City of Oshkosh, and their facility meets the needs of accessibility, parking and space. NOW, THEREFORE, BE IT RESOLVED by the Common Council that the following polling site be established in the City of Oshkosh: District 9 Father Carr's Place 2B Mother Teresa Center, 1062 N. Ubrig, City Clerk DATE: September 4, 2020 RE: Reassign Polling Site / District 9 BACKGROUND State statutes require cities such as the City of Oshkosh to adopt a municipal voting ward plan, establish voting districts and select a polling site for each district. These requirements were met following the completion of the 2010 Federal Census. ANALYSIS Current polling sites were established in 2011 and included several schools. Generally I look for facilities that have larger rooms or spaces that can accommodate several tables, our election equipment and that are easily accessible for the public. In the past we have often used schools which are located in the various neighborhoods throughout the City. Over the years the schools have implemented additional procedures for the safety of the children. Depending on the size of the election, the voter turnout can bring hundreds of individuals into the schools. Unfortunately times have changed; while we have enjoyed a great partnership with the schools to have the election process in their facilities that is no longer possible due to the safety concerns. In 2017, Council approved moving four school polling sites to churches for the 2018 elections, and in 2019 Council approved moving the Webster Stanley School polling site to the Oshkosh Public Library for the 2020 elections. The remaining polling location connected to a school is the auditorium at West High School known as the Alberta Kimball Auditorium. The Oshkosh Area School District (OASD) requested the City explore an alternate polling site for the upcoming November 3, 2020 election. With the assistance of my election team and the chair of the district, we toured the proposed site, the Mother Teresa Center at Father Carr's Place 2B located at 1062 N. Koeller Street. This site would provide the adequate space needed for the voting process inside along with parking for the voters. After explaining the city's criteria in selecting a polling site, Father Carr's board and staff expressed their willingness to accommodate the election and looked forward to the partnership. This change would be implemented with the November 3, 2020 election. My staff and I will work to inform the voters of these changes to make this transition go as smoothly as possible as we have in the past. The school will put information in their newsletters and my office will work with Oshkosh Media to provide additional public service announcements. FISCAL IMPACT There may be minimal cost to educate the voters of the community of their new polling site location which will be absorbed into the election budget. RECOMMENDATION City Clerk recommends the Common Council approve the reassignment of the polling site for voting district 9. Respectfully Submitted, Pamela R. Ubrig City Clerk Approved: Mark A.
