PURPOSE: AWARD BID TO BEZIO ANIMAL CONTROL FOR THREE YEAR
AGREEMENT (2020-2022) NUISANCE ANIMAL TRAPPING FOR
STORM WATER UTILITY (AWARD BASED ON 2020-2022 UNIT
PRICE RATES)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for managing
nuisance animals within the city-owned storm water management detention basins; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Bezio Animal Control for Three Year Agreement (2020-2022) Nuisance
Animal Trapping for Storm Water Utility(Award based on 2020-2022 unit price rates)
BACKGROUND
Each year the Common Council allocates funds in the Storm Water Utility Budget for contractor services
to manage nuisance animals within the city-owned storm water management detention basins.
Management of nuisance animals is paramount to ensuring the continued proper operation of the basins.
Nuisance animals, such as muskrats, cause damage to the side slopes of the detention basins and
drainage ways and destroy the emergent vegetation planted within the basins. Maintaining the
emergent vegetation is vital in protecting the shoreline from erosion, as well as removing nutrients from
storm water runoff. The goal of these services is to reduce or eliminate the nuisance animal population
at city detention basins. State of Wisconsin Administrative Code Section NR12.10 requires nuisance
animal contractors to have a valid hunting/trapping license. Contractors will be required to setup,
inspect, maintain and remove live traps. Any trapped animals will be removed and disposed offsite.
Contractors will also be required to inspect berms around the James Road Area Detention Basin and
Armory Area Detention Basin and remove any burrowing nuisance animals on a monthly basis. This
bid term was for a three year period 2020-2022.
ANALYSIS
Working with Storm Water Utility staff, Purchasing prepared bid specifications for these services. Bids
were sent to known nuisance animal contractors and posted on DemandStar. Bids were due August 5,
2020. The bid tab is attached. Staff review of the low bid from Bezio Animal Control (based on 2020-
2022 estimated quantities and unit prices)concluded their bid met the minimum bid specifications. Bezio
was the low bid for this contract when it was solicited in 2016 and staff are satisfied with their
performance.
FISCAL IMPACT
The total annual fiscal impact of these services is dependent upon the services required. Based on the
bid specification's 2020-2022 estimated more/less quantities and bidder unit prices, Bezio Animal
Control's annual estimated total cost for these services are as follows: 2020- $8,990.00, 2021-$17,140.00,
2022- $17,500.00 for a total three year bid estimate of $43,630.00. There are sufficient funds within the
Operations & Maintenance account of the 2020 Storm Water Utility Budget for these services. These

services would be charged to A/N#: 561-2050-6401-00000. Funding for 2021-2022 services is contingent
upon Council approval of these services within the annual Storm Water Utility operating budgets.
RECOMMENDATION
Staff recommends the Common Council award this bid to Bezio Animal Control for the annual unit price
rates as per the attached bid tab.
