HomeMy WebLinkAbout18. 20-375 AUGUST 25, 2020 20-375 RESOLUTION (CARRIED__7-0____LOST________LAID OVER________WITHDRAWN________) AS AMENDED PURPOSE: APPROVE SPECIAL EVENT / MENOMINEE NATION ARENA / HOLD THE DRIVE IN CONCERT SERIES AT THE MENOMINEE NATION ARENA (2121 S. MAIN ST) PARKING LOT / SEPTEMBER 11, SEPTEMBER 12, SEPTEMBER 18, SEPTEMBER 19, AND SEPTEMBER 26, 2020 INITIATED BY: CITY ADMINISTRATION NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to the Menominee Nation Arena (Jason Fields) to hold the Drive-In Concert Series at the Menominee Nation Arena (2121 S. Main St.) parking lot from 7:00 p.m. to 10:30 p.m. on Friday, September 11; Saturday, September 12; Friday, September 18; Saturday, September 19; and Saturday, September 26 in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. Outdoor alcohol sales and consumption will be limited to the 20'x40' Patio off Pub & 16'x22' Beer Tent on East Side consistent with the Arena’s current licensing. B. Work directly with Oshkosh Police Department to ensure effective traffic management for ingress and egress routes. C. Pre-payment of estimated extra ordinary services to be received by the City of Oshkosh before the first event date, September 11, 2020. BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City’s actual costs for extraordinary services. Cost Estimates for Extraordinary Services Police Staffing $1,311.20 (preliminary estimate include 10 officer hrs., 5 supervisor hrs., and 10 CSO hrs.) Equipment/Vehicle $160.50 (preliminary estimate includes 10 dedicated hrs. of police vehicles for 2 concert events) Bold & Italics Indicates Amendment Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Kathryn Snell, Special Events Coordinator DATE: August 20, 2020 RE: Menominee Nation Arena—Drive-In Concert Series 2020 The Menominee Nation Arena has submitted Special Event Permit applications for a Drive-In Movie Series that would include five (5) outdoor concerts hosted in the Arena parking lot in the month of September. The Special Events Review Committee (SERC), which includes a representative of the Winnebago County Health Department, has reviewed the applications and are comfortable with the measures agreed upon by the Arena staff, to ensure the safety of the public and staff at the event. These measures include socially distanced car parking, no onsite sale of tickets, monitoring of social distancing compliance by Arena staff, alcohol sales and consumption only in licensed areas (on patio area and within the arena/Maple Pub), and mandated use of masks inside when utilizing indoor restrooms facilities. The Menominee Nation Arena recently paid the balance of their account in full with the City of Oshkosh. City Manager Rohloff recommends as part of the event approval that the City exercise its right, per the Special Events Ordinance, to require advanced payment for extraordinary services prior to the first event date (Section 5-18, VII C, 1c). Those costs are estimated at$1,471.70 as indicated in the attached resolution. If actual extraordinary services costs are less than the advanced payment, a reimbursement will be made.
