HomeMy WebLinkAboutItem VPLAN COMMISSION STAFF REPORT AUGUST 18, 2020 ITEM V: AUTHORIZATION TO ACQUIRE PROPERTY AND DEDICATE RIGHT-OF- WAY NEEDED FOR STREET RECONSTRUCTION AND SIDEWALK INSTALLATION ON W. 9TH AVENUE FROM GRACELAND DRIVE TO LINDEN OAKS DRIVE GENERAL INFORMATION Applicant: City of Oshkosh Department of Public Works Owners: Multiple Action(s) Requested: This request is part of the city's proposed reconstruction of W. 911, Avenue from S. Oakwood Road to Linden Oaks Drive (including sidewalk installation) and sidewalk installation from Graceland Drive to Greenfield Trail. The city entered into an agreement with the Wisconsin Department of Transportation (DOT) to prepare a Transportation Plat to begin acquisition of land, dedicate public right-of-way and acquire Temporary Limited Easements required for the project. Applicable Ordinance Provisions: N/A Property Location and Type: The affected area involves two segments of W. 911, Avenue: Graceland Drive to Greenfield Terrace for sidewalk installation and S. Oakwood Road for street reconstruction and sidewalk installation. The properties where the land is proposed to be acquired consists mostly of single family residences and a few vacant parcels. ANALYSIS The proposed land acquisitions will be used to dedicate public right-of-way, widening the overall width from 66 feet (33 feet from centerline) to 80 feet (40 feet from centerline) where it is not already. This will allow the city to fill in the sidewalk gap on the north side of W. 91h Avenue between Graceland Drive and Greenfield Trail and reconstruct W. 9t" Avenue between S. Oakwood Road and Linden Oaks Drive to a 4-lane roadway, consistent with the street east of S. Oakwood Road. The Subdivision Regulations and Comprehensive Plan recommends collector - classed street such as W. 9th Avenue to have an 80-foot right-of-way. This proposed action is consistent with those recommendations. The land acquisition for the sidewalk installation between Graceland Drive and Greenfield Trail involves three properties (See Table 1). Each proposed acquisition consists of a 7-foot wide by 100 foot, 700 square foot strip of land along the W. 911, Avenue frontage. This will widen the right-of- Paqe 1 way (measured from the centerline) from 33 feet to 40 feet. This will allow installation of sidewalk in -line with sidewalk east and west of the subject site. Table 1 The proposed land acquisitions for the W. 9t" Avenue reconstruction between S. Oakwood Road and Linden Oaks Drive involves 26 properties (See Table 2). Similar to the proposed land acquisition for the sidewalk installation, 7-foot wide strips of land with varying widths is planned to be acquired increasing the overall right-of-way width from 66 feet to 80 feet. This will enable the reconstruction of W. 9e, Avenue to a four lane roadway similar in design to the section east of S. Owner Address Sq. Ft. In addition to the 7-foot wide strips of land, the plat identifies a handful of properties where small triangles of land will be acquired to allow for ADA-compliant wheelchair ramps. The proposed sidewalk installation on the north side of W. 9e, Avenue between Graceland Drive and Greenfield Trail is planned for construction later this year. The reconstruction of W. 9tn Avenue between S. Oakwood Road and Linden Oaks Drive is scheduled for 2021 and is included in the draft 2021 Capital Improvements Program. Staff is supportive of the proposed land acquisitions and right of way dedications. The sidewalk installation between Graceland Drive and Greenfield Trail will prevent pedestrians from having to walk on the street or terrace increasing their safety. The reconstruction of W. 9th Avenue West of S. Oakwood provides a much needed street upgrade from the rural road to a modern street with sidewalk. RECOMMENDATION/ CONDITIONS Staff recommends approval of the property acquisitions and right-of-way dedications of sections of W. 91" Avenue between Graceland Drive and Linden Oaks Drive as proposed.
