($45,220) The Department of Public Works requested a proposal from CBS Squared,Inc. (CBS Squared)for professional services related to the replacement of the Wastewater Treatment Plant HVAC equipment. These services include mechanical and electrical engineering design services, preparation of bidding documents, and construction administration services. CBS Squared was chosen because, after review of their qualifications, they demonstrated their knowledge and past project experience with similar projects at wastewater treatment facilities. Staff reviewed the proposal and proposed costs. The proposed fee is $45,220. These costs are included in the Property Improvements — Utility section of the 2020 Capital Improvements Program. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services agreement. Oshkosh WWTP HVAC Equipment Replacement Scope for Professional Services May 12, 2020 This letter describes the professional services work for the project described in the scope of services below. SCOPE: The Oshkosh Wastewater Utility is planning replacement of HVAC equipment at the Wastewater Treatment Plant. The project consists of replacement of the lab air handling unit and associated DX condensing unit, Replacement of the five (5) gas fired make up air handling units serving areas of the centrifuge and solids buildings, and replacement of the HVAC equipment controls relevant to the equipment replacement projects. The project scope is detailed below: Project Scope Items: Regulatory WDNR Plan Approval Not Required if `In Kind' Replacement $0 Project Manual EJCDC 2013 V1 project manual — Incorporate City Edits $ 700 Ad for Bid — City will place ad in official publication $ 80 Instructions to Bidders $ 160 Pre Bid Meeting — Mandatory $ 390 Prequalification of Bidders — Utilize City Pre-Qual Process $ 290 EJCDC General Conditions $ 70 Supplementary Conditions — Incorporate City Edits $ 800 Insurance Requirements — City has established limits which will be reviewed $ 150 Scope of Desiqn Services: CBS Squared, Inc. G5 2 Professional Scope of Services Page 1 of 4 Construction Drawings will be completed on 22"x34" size drawing sheets. Specifications will be in three-part Construction Specifications Institute (CSI) format (DIV 22— Plumbing, DIV 23 - HVAC, DIV 26 — Electrical, Etc.) Complete Construction Documents (Plans and Specifications) for contractor bidding. Plans to be 22 x 34 and 11 x 17 format and electronic PDF format. All documents will be compiled for bidding and will be electronic (Word, Excel or PDF with pre-approval). City will post to Quest CDN for bidding. $1040 Scope of Mechanical and Electrical Engineering Design Services: • Visit the site to review existing conditions (1 electrical and 1 mechanical staff). • Attend (3) design/coordination meetings in Oshkosh at 30%, 60% and 90% design stages • Design HVAC system improvements. • Design of electrical system modifications required to accommodate the HVAC and equipment controls systems replacement scope of work. This includes replacement of existing disconnect switches and roof-mounted receptacles. • Prepare an Opinion of Estimated Probable Construction Costs • Prepare Divisions 22, 23, and 26 specifications using three part CSI format. Staff requirements for starting of equipment and systems will be incorporated into the specifications. • Assist with Preparation of Focus on Energy forms to apply for rebates / incentives available for the applicable equipment being replaced as part of this design project. • Seal drawings, specifications and calculations required by applicable Authority Having Jurisdiction (AHJ). • Assist with document submittal for review as required by applicable Authority Having Jurisdiction (AHJ). Mechanical and Electrical Design Services: $26,980 Scope of Construction Administration Services: • Attend one (1) Pre-Bid walk-thru and meeting. • Interpret the intent of the contract documents, answer questions and draft addendum clarifications as required during bidding and construction. City will issue addendums on QuestCDN. CBS Squared, Inc. cb52 Professional Scope of Services Page 2 of 4 � • Attend Bid Opening for the project and meet with City of Oshkosh staff to review bids and provide guidance regarding award. --- • Review shop drawings and product submittals. Engineer will verify the equipment can perform the required air changes per minute and will meet supply needs. • Review reports submitted by start-up, testing and inspection agencies for the purpose of identifying results not conforming to construction documents. • Attend one (1) Pre-Construction Meeting in Oshkosh. • Attend four (4) monthly Construction Meetings in Oshkosh. Construction progress will be reviewed at each meeting with an Observation Report submitted for each visit. • Attend weekly Construction Meetings via Conference Call. • Visit the site one (1) time to review construction at substantial completion. Prepare a Punchlist including any items requiring correction. • Visit the site one (1) time to review completion of Punchlist items upon receiving in writing confirmation from the Contractor that noted corrections have been completed. Prepare a report of findings. Engineer will verify that the equipment is performing the required air changes and is meeting supply needs. • Prepare Record Drawings based on drawing mark-ups provided by the Contractor showing "As- Built" conditions. Construction Administration Services: $14,560 ASSUMPTIONS/EXCLUSIONS • PDF's or Hard copies of existing drawings will be provided by the Oshkosh Wastewater Treatment Plant staff. • This proposal does not include: o Plan review fees or permit fees required by the Authority Having Jurisdiction (AHJ). o Printing or Reproduction of project documents. o LEEDO project submittal requirements. o Design of mechanical and electrical system improvements outside of the scope of work described above. o It is assumed all electrical feeders and branch circuits, circuit breakers, and conduits will be reused within the building back to the source panel, and that all are in acceptable condition. CBS Squared, Inc. cbs2 Professional Scope of Services Page 3 of 4 o It is assumed that we will not be performing equipment functional testing or commissioning services. • It is assumed that execution of the scope of work will not require modification of building components which would require architectural or structural design efforts. • It is assumed that the multiple projects described in the scope of work will be under construction concurrently. Total $45,220 PAYMENT: The Project will be invoiced on a time and materials basis with a not-to-exceed fee of$45,220 including expenses and equipment. Expenses will be invoiced based on GSA per diem rates or actual cost and mileage per the current federal mileage rate. Schedule: The project is anticipated to begin on or about June 1, 2020.
