RE: Purchase of Plexiglas Barriers for GO Transit using Cares Act Funding($95,633.22)
BACKGROUND
On April 15, 2020 the Transit Department received a $4,553,754 grant from the Federal Cares Act for the
purpose of COVID-19 prevention, mitigation and recovery. In accordance with Federal Transit
Administration/Cares Act purchasing guidelines, the City spent $95,633.22 of this grant to add protective
passenger/driver Plexiglas barriers to all GO Transit buses.
ANALYSIS
As a COVID-19 protective measure to shield passengers and drivers from airborne particles,Transit ordered
Plexiglas barrier prototypes for their buses from New Flyer of America, Inc. to determine if these custom-
designed barriers would work for their New Flyer buses. The cost for the two prototype barrier designs for
the 2010 low floor and 2013, 2018 and 2019 Xcelsior buses was $10,000 and charged to the Transit Cares Act
Funding A/N#: 0511-1728-6517-11101.in April. In mid-July Transit reviewed and accepted the prototypes
and a purchase order was issued for barriers for Transit's remaining 11 Xcelsior buses and 3 low floor buses.
The cost for all 14 barriers and their two prototype designs was$95,633.22.
FISCAL IMPACT
The Transit Department received$4,553,754 in Cares Act Funding for COVID-19 prevention,mitigation and
recovery. The total fiscal impact for the prototypes and barriers to protect against COVID-19 was$95,633.00.
These purchases were charged to A/N#: 0511-1728-6517-11101 GO Transit CARES Act expenditures. The
remaining Cares Act funding will be used for a variety of project/items as outlined in the 2021 CIP.
RECOMMENDATION
In accordance with all Federal Transit Administration/Cares Act purchasing guidelines I am hereby
submitting a report of these purchases to the Common Council. If you have any questions on this purchase
