HomeMy WebLinkAbout09. 20-345 AUGUST 12, 2020 20-345 RESOLUTION (CARRIED__6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE RESOLUTION TO DECLARE END TO EMERGENCY FOR REPAIR/REPLACEMENT OF THE WASTEWATER TREATMENT PLANT (WWTP) EMERGENCY BACKUP GENERATOR RADIATORS INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, on July 19, 2019, in accordance with Section 2-20(C) of the City of Oshkosh Municipal Code and §62.15(1b) of the State of Wisconsin Statutes, the City Manager declared an emergency for the purpose of authorizing the repair/replacement of the Wastewater Treatment Plant (WWTP) emergency backup generator radiators and signed an Emergency Declaration formalizing that action; and WHEREAS, the actions of the City Manager and staff have adequately addressed the emergency and there is no longer a need for the emergency declaration to remain in effect. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the actions of the City Manager and staff in response to the Emergency are hereby ratified and affirmed. BE IT FURTHER RESOLVED that Emergency declared on July 19, 2019, for the purpose of authorizing the repair/replacement of the WWTP emergency backup generator radiators is hereby ended. r,A City 0fW Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Co Council FROM: James Rabe,Director of Public Works DATE: August 6,2020 RE: Approve Resolution to Declare End to Emergency for Repair/Replacement of the Wastewater Treatment Plant(WWTP) Emergency Backup Generator Radiators BACKGROUND On July 19, 2019, City Manager, Mark Rohloff, in accordance with Section 2-20(C) of the Municipal Code and §62.15(1b) of the State of Wisconsin Statutes, signed an Emergency Declaration declaring an emergency for the purpose of authorizing the repair/replacement of the WWTP emergency backup generator radiators. In July 2019, an inspection of the emergency backup power generators at the WWTP revealed that the radiator cores were in very poor condition and it was determined that failure of the emergency backup power generators was imminent. In order to prevent significant sewer backups in the system, an emergency was declared so there would be no delay in repairing and/or replacing the radiators. ANALYSIS Pursuant to the Declaration of Emergency,the repair of the radiators was completed. There is no longer a need for the emergency declaration. Therefore, it is necessary for the Council to declare an end to the emergency. FISCAL IMPACT There is no fiscal impact to this resolution. The costs for the repair of these radiators totaled $108,318.12. Funds were available within the Property Improvements — Utility (Wastewater Utility) section of the 2019 Capital Improvement Program.
