HomeMy WebLinkAbout07. 20-343 AUGUST 12, 2020 20-343 RESOLUTION (CARRIED__6-0__ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID TO BERGLUND CONSTRUCTION COMPANY FOR FOUNDATION REPAIR AND IMPROVEMENTS FOR PUBLIC MUSEUM ($69,900.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for foundation repair and improvements needed for the Public Museum; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid: BERGLUND CONSTRUCTION CO 8410 S. South Chicago Ave Chicago, IL 60617 Total Bid: $69,900.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 0323 1070 7214 63012 Buildings –Foundation Repair and Site Restoration City of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon G.Urben, General Services Manager DATE: August 3,2020 RE: Award Bid to Berglund Construction Company for Foundation Repair and Improvements for Public Museum($69,900.00) BACKGROUND The Public Museum has experienced major water infiltration in basement areas for many years. However, within the last three to five years water issues have gotten progressively worse, especially during spring thaw and heavy rains. As a result,the Common Council approved$200,000.00 in the 2019 CIP Program to determine the origins of the infiltration, develop specifications for repair work and recommend improvements to overall site drainage to help mitigate water issues. The City engaged the professional services of building envelope firm Facility Engineering, Inc. (Madison) to assess the foundation infiltration and prepare bid specifications for the repairs. This memo addresses the bid for the foundation repairs and improvements. Under a separate contract, a landscape plan was created by Ken Saki Design as part of site restoration. The plan coordinates with foundation drainage. Site restoration will be bid at a later date and site restoration will commence in 2021 when weather allows. ANALYSIS Working in conjunction with the Facility Engineering and Museum personnel,Purchasing reviewed and prepared bid specifications for this project. Bids were due July 30, 2020. While several contractors attended the pre-bid meeting, only one bid was received. The bid tab is attached. After reviewing the bid it is the consensus of Facility Engineering and City staff that the sole bid from Berglund Construction Company met the minimum bid specifications for this project. This work will be done in close cooperation with the Department of Public Works; City crews will perform foundation excavation and backfill. Pending weather, it is anticipated foundation work will be completed in October. FISCAL IMPACT This project was allocated $200,000.00 in the 2020 CIP. The fiscal impact of this bid is $69,900.00. Factoring in engineering fees there are sufficient funds for this award. This award will be charged to A/N#: 03231070 7214 63012 Buildings- "Foundation Repair and Site Restoration." The remaining funds for this project will be used to undertake the site restoration and landscape plan in 2021.
