PURPOSE: AWARD BID TO RANGER SERVICES INC. TO COORDINATE
OSHKOSH NEIGHBORHOOD TREE DIVERSIFICATION PROGRAM
FOR PARKS DEPARTMENT ($36,000.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for tree
diversification for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Ranger Services Inc. to coordinate Oshkosh Neighborhood Tree
Diversification Program for Parks Department($36,000.00)
BACKGROUND
Parks Department staff applied for a 2019 Wisconsin Department of Natural Resources (DNR) Urban
Forestry Grant, Reference 19UF1375. Staff was notified by the WI DNR that Oshkosh was approved to
receive the award amount of$19,022.20 which is the 50% cost share for the project. The remainder of the
funds to complete the project will come from funds held at the Oshkosh Area Community Foundation,
Taking Root Fund. City staff will work with a Certified Arborist to select and plant a total of 200 public
trees within the Sawyer/Paine and Congress Field neighborhood associations. The final outcomes of the
grant award will include diversification of the public tree canopy and increased density of public
property tree canopy.
ANALYSIS
Working with staff from the Parks Department, Purchasing reviewed and prepared bid specifications
seeking contractors for this service. The bid notification was sent to known contractors and posted online
on DemandStar. Bids were due on July 23, 2020. Staff review of the sole bid received concluded it was
competitive and met the minimum bid requirements.
FISCAL IMPACT
The total fiscal impact of this bid is $36,000.00. A total of$38,044.40 has been allocated for this project.
Funding for this program will be charged to the following account: A/N#: 333-0620-6401-11451 (Street
Tree Memorial-Urban Forestry Grant). The remaining funds in this project will be for some City in-kind
reimbursements including labor,fringe benefits and tree posts.
RECOMMENDATION
Staff recommends the Common Council award this bid to Ranger Services Inc.for$36,000.00.
