AS AMENDED
PURPOSE: PROVIDE DIRECTION TO STAFF RELATING TO
RECONSTRUCTION OF 9TH AVENUE FROM OAKWOOD ROAD
TO LINDEN OAKS DRIVE
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, reconstruction of West 911, Avenue from Oakwood Road to Linden
Oaks Drive is anticipated to be included in the 2021 Capital Improvement Program
Budget; and
WHEREAS, West 91h Avenue is currently classified as a collector street and
projected to become classified as an arterial street in the future; and
WHEREAS, the Bicycle and Pedestrian Master Plan 2019 recommends bicycle
facilities on West 91h Avenue providing a connection with bicycle lanes on Oakwood
Road; and
WHEREAS, four potential options have been identified and recommended for
Council consideration for the reconstruction of 91h Avenue:
1. Reconstruct the street at forty-eight feet (48')wide from face of curb to face
of curb providing two (2) twelve foot (12') wide driving lanes, a fourteen
foot(14')wide Two Way Left Turn Lane (TWLTL), and two (2) five foot (5')
wide bike lanes, together with sixteen feet (16') of terrace and sidewalk on
each side of 9th Avenue.
2. Reconstruct the street at forty-eight feet (48') wide from face of curb to face
of curb providing two offset(2)twelve foot(12')wide driving lanes, two (2)
six foot (6') wide bike lanes, and a single nine foot (9') wide parking lane
together with sixteen feet (16') of terrace and sidewalk on each side of 9tn
Avenue.

of curb providing four (4) twelve foot(12')wide driving lanes together with
sixteen feet (16') of terrace and sidewalk on each side of 91h Avenue.
WHEREAS, it is necessary to provide direction to staff to allow staff to prepare
designs for the street and estimate costs for the Capital Improvement Program Budget;
and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby directed to proceed with design of 91h
Avenue as follows:

RE. Provide Direction to Staff Relating to Reconstruction of West 9th Avenue from
Oakwood Road to Linden Oaks Drive
BACKGROUND
The Department of Public Works has been planning for the reconstruction of West 9th Avenue,
from South Oakwood Road to Linden Oaks Drive, since the development of the 2018 Capital
Improvement Program (CIP). All remaining lands in the Town of Algoma, adjacent to the West
9th Avenue right-of-way in this area, attached to the City of Oshkosh in March 2018. Once all
lands were within the municipal boundary of the City of Oshkosh, the City could begin planning
for this long-requested street reconstruction.
At the June 23, 2020 Common Council meeting, the Department of Public Works presented the
Common Council with four (4) options for consideration regarding the road layout for the West
9th Avenue Street Reconstruction Project. The first three(3) options were presented at the Traffic
and Parking Advisory Board meeting on June 9, 2020. The fourth option was developed by the
Traffic and Parking Advisory Board Chairperson during their meeting that evening. All four (4)
options have been provided to neighboring property owners via mail.
The four(4) options presented are:
1. Reconstruct the street at forty eight feet (48') from face of curb to face of curb. Provide
two 12' wide driving lanes, two 5' wide bicycle lanes, and a 14' wide Two-Way Left-Turn
Lane (TWLTL).
2. Reconstruct the street at forty eight feet (48') from face of curb to face of curb Provide
two 12' wide travel lanes,two 6' wide bicycle lanes,a single 9' wide parking lane,and two
1.5' wide buffers at the curb face.
3. Reconstruct the street at forty eight feet (48') from face of curb to face of curb. Provide
two 11' wide travel lanes, two 5' wide bicycle lanes, and two 8' wide parking lanes.

4. Reconstruct the street at forty eight feet (48') from face of curb to face of curb. Provide
four 12' wide travel lanes.
ANALYSIS
All four (4) options prepared contain the same forty eight feet (48') of width from curb face to
curb face. Staff feels it is imperative to reconstruct the street at forty eight feet (48') in width to
accommodate future traffic growth in this area. This section of West 9th Avenue is currently
classified as a "Collector" street; however, starting at Westhaven Drive, West 9th Avenue is
classified as an "Arterial" street. Long-term traffic growth indicates the section of West 9th
Avenue, from South Oakwood Road to Linden Oaks Drive, will be re-classified as an "Arterial"
street prior to the road reaching the end of its useful life. At that time, staff and the Common
Council will be faced with the potential of having to prematurely reconstruct the street,if it is not
reconstructed to forty eight feet(48')in width now
The City of Oshkosh Comprehensive Plan indicates that arterial streets are to be reconstructed
with four 12' wide driving lanes. As West 9th Avenue will become an arterial street before the
end of its useful life, it is in the City's best interest to plan for that width of construction now As
the street is currently only a collector,creative options are available to us to utilize the forty eight
fee (48') feet of pavement surface. The current traffic volume does not necessitate the use of a
TWLTL, however, that option was presented to avoid the necessity of removing parking in the
future to accommodate four(4) lanes of traffic as the street classification is upgraded.
The Common Council adopted the updated City of Oshkosh Bicycle and Pedestrian Master Plan
on November 12,2019 That plan calls for bicycle facilities to be installed on this section of West
9th Avenue. The ideal time to include facilities is during the reconstruction of the street. The
bicycle facilities on this portion of West 9th Avenue will connect with facilities already installed
on South Oakwood Road.
Private utility companies have significant infrastructure within the West 9th Avenue right-of-way
These companies need the City design to determine what facilities they need to relocate as a part
of the construction project. Delays in providing the design could delay the ability of the private
utility companies to complete their work, thus causing delays in the completion of the City's
project.
FISCAL IMPACT
All options include forty eight feet(48') of concrete pavement width;therefore, there is negligible
fiscal impact between the options at the time of initial construction. Future fiscal impacts could
include needing to remove and restripe the street at such time as the classification is upgraded,
and four 12' travel lanes are necessary

RECOMMENDATIONS
In order for staff to proceed with the design of West 9th Avenue,and get information to the private
utility companies in order for them to design any infrastructure changes they need to make, it is
important for the Council to give direction to the Engineering Division staff at this time.
